is recruiting for a Regional Operations Division Chief (Program Manager IV)

The primary purpose of this Emergency Essential position is to direct the overall traffic incident management (TIM) operational aspects and employees of the Office of CHART as well as Statewide planning for events from minor to catastrophic in nature. This includes the organization, development, and implementation of new programs and strategies while providing specialized technical advice to the CHART Program. The Division Chief, Regional Operations, works independently, providing guidance and planning expertise, for not only the divisions within CHART and offices of SHA, but all transportation business units within MDOT as well as other public safety agencies. The Division Chief, Regional Operations is a subject matter expert in the development, operations, and implementation of the CHART Program. This position reports directly to the Deputy Director, Operations and is responsible for coordinating TIM initiatives with other state, local, and federal agencies both in Maryland and around the country. Key responsibilities include fostering and developing inter-agency relationships and to plan for large-scale events which have local and regional impacts on traffic. This position also has the responsibility for developing, implementing, and enforcing statewide policies for the CHART Program as well as SHA and other joint initiatives with allied agencies. This position acts as the lead coordinator for SHA/MDOT in the development and deployment of all transportation related evacuation plans for all hazards statewide. Other duties include serving on homeland security committees which meet to plan and initiate strategies to address various public safety and homeland security issues such as infra-structure protection, monitoring, contingency planning, and regional coordination and collaboration.
A Bachelor's degree from an accredited college or university.
Six (6) years of experience in administrative or professional work. Three (3) years of Traffic incident management experience. Two (2) years of this experience must have involved the supervision of other employees.
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
This position is considered essential; the e mployee is on-call 24/7/365 and must be able to be contacted at all times.

The incumbent must obtain certifications in ICS 300 and 400 prior to completion of the probationary period.

Possession of a motor vehicle operator's license valid in the state of Maryland.
