FIRST CONSIDERATION WILL BE GIVEN TO CURRENT SLC VAHCS EMPLOYEES
The Community Based Outpatient Clinic Manager (CBOC Manager) serves as the clinical and administrative oversight official for CBOC activities and coordinates clinical services within the CBOC for the VA Salt Lake City Health Care System (VASLCHCS).This includes oversight responsibilities for any Outreach or small CBOCs mapped to the assigned location.

Responsibilities
The Incumbent is responsible for performing key duties in the areas of administration, management, analysis, coordination and investigation in support of the numerous functional areas. The incumbent serves under the Chief, Primary Care Service in the management of the clinical, administrative, and business practices of the VASLCHCS at the CBOC and works collaboratively with the Service Chiefs that provide services at the CBOC.
Work Schedule:
Monday through Friday, 08:00am to 04:30pm.

Qualifications
Basic Requirements:
* U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree insocial work may not be substituted for the master's degree in social work. Verification of the degree can bemade by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
* Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
* English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3J, this part.
Preferred experience:
Master's degree specializing in Management or Business AND Three (3) years of demonstrated experience in Healthcare management/Supervisory experience AND Five (5) years of prior Social Worker clinical experience.
Grade determinations for GS-13 Supervisory Social Worker:
Social Worker Program Coordinators and Manager.
For Social Worker Program Coordinators, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment.
(a) Experience, Education and Licensure.
Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.
(b) Demonstrated Knowledge, Skills, and Abilities
In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
Ability to supervise multidisciplinary staff assigned to the program.
Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.
(c) Assignments. The KSAs shown above apply to all Social Worker Program Coordinator grade levels.
GS-13
Social Worker Program Coordinator.
At this grade, Social Worker Program Coordinators manage the administrative and clinical aspects of a major specialty treatment program, such as PTSD, Substance Abuse Treatment Program (SAW), Home-Based Primary Care (HBPC), etc., or a combination of programs located at one facility or multiple divisions of a facility. They have responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. They may also supervise employees assigned to the program.

For internal selectees eligible for promotion, the board will determine grade and HR will determine step in accordance with policy.

Physical Requirements:
Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the applicant or others.
Position requires walking throughout the clinic and the medical center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with patients and interdisciplinary teams.
Work is performed in an adequately lighted and climate controlled office setting. Since the CBOC is located in a community remote from the medical center, travel by auto and/or air into the community is required; to meet with community agencies and partners who provide assistance and support to the CBOC and its Veterans, and to ensure the efficient operations of the CBOC.
This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
