OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.
The Management Analyst, is located in the Office of Audits and Evaluations (OAE), Contract Integrity Division. The division conducts audits and reviews of various aspects of high-value contract actions within the VA. Specifically, the Division analyzes contract data, solicitation and procurement practices, and provides oversight regarding the acquisition of materials and services supporting a wide range of VA programs and operations. The Division analyzes contracting practices against the Federal Acquisition Regulation and VA acquisition regulations. Audits and reviews generally include analyses of contract expenditures, performance, timeliness of deliverables, and whether VA has instituted adequate controls to reduce improper payments to vendors. Audits and reviews generally offer recommendations to ensure effective controls can prevent or reduce fraud, waste, and abuse and provide maximum resources to meet program objectives and promote economy and efficiency.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Management and Program Analyst, you will:
-Ensure that work papers are accurate, complete and correct and are prepared in accordance with OAE procedures and the Government Accountability Office Generally Accepted Government Auditing Standards (GAGAS), or the Council of the Inspector General on Integrity and Efficiency Quality Standards for Inspection and Evaluations.
-Perform complex studies, research, and detailed analysis for audit topics that potentially lead to high interest projects.
-Prepare various types of reports, briefings and testimony that cover all major financial and management aspects of VA programs.
-Assign segments of the evaluation, review, inspection or audit to team members. Assess and discuss performance with subordinates, provides on the job training, and coaches and mentors others, as required.
25% or less - Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
-Conducting interviews of employees, managers, and other officials involved with the program, activity or function being reviewed; AND
-Preparing or reviewing work of junior staff ensuring it is sufficient, competent, and includes relevant evidence to support findings; AND
-Preparing and presenting reports, briefings and testimony that cover major management issues.
Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
-Collecting, analyzing and summarizing evidence to support conclusions; AND
-Researching laws, regulations, guidelines, and approved procedures to provide findings; AND
-Participating in pre project meetings and post project meetings; AND
-Identifying controls over operations and write segments of draft reports with appropriate summaries, conclusions and recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
