Summary

As a Senior Property Disposal Specialist, you will be responsible for coordination and execution of personal property management programs including utilization, donation and marketing/sale of government personal property; disposing of a broad range of highly complex or specialized property within a multi-state market area or among a wide variety of Federal activities with different property needs and disposal requirements.

The Proprety Division office is responsible for performing all phases of activities involving the Property Management programs, which includes utilization, donation and marketing/sale of government personal property.

Responsibilities

Major duties include, but are not limited to the following:

Serves as a senior Property Disposal Specialist with responsibility for coordination and execution of personal property management programs including utilization, donation and marketing/sale of government personal property.

Independently plans, prepares and conducts sales of surplus personal property by negotiation, auction, sealed bid, or fixed price and include large quantities of highly specialized equipment and other commodities of personal property.

Serves as a Contracting Officer within the scope of authority. Duties may include opening and evaluating bids, acceptance or rejection of offers, handling default of delinquent contractors, recommends appropriate action on claims, disputes and appeals, prepares findings and determinations and issues final decisions on disputes, within the scope of authority.

Works closely with marketing specialists to design customer outreach program to include meetings, educational presentations, focus groups, conferences, etc. Conducts customer outreach presentations, seminars, and conferences, for business development and training of officials of customer agencies.

Conducts extensive market research for property; determines if special marketing attention is required: analyzes and interprets market information to identity demand, uses and sales methods.

The GS-12 salary range starts at $78,482 per year.

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as experience performing complex property disposal work for excess and surplus personal property using principals and concepts associated with all of the following disposal functions: utilization, donation, and marketing.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

Knowledge of a wide range of property disposal principles, concepts and methodologies to perform complex technical, administrative and analytical determinations relating to the utilization, donation, marketing and related disposal functions.

In-depth knowledge of sales, marketing, merchandising, contracting and contract administration policies and methods, and advanced sales negotiation techniques; Specialized knowledge of all commodity groups, including highly specialized property to determine best possible usage; and knowledge of agency and customer automated systems used to track, manage and evaluate personal property data.

In-depth knowledge of GSA and Federal property management regulations, polices, directives and programs; Skill in resolving sensitive conflicts that arise between Federal, state, and local government offices, as well as the general public; Ability to write clear and concise, and ability to express verbally the ideas and concepts of the Property Management area.

Ability to work well with others and to provide other employees direction in accomplishing assigned tasks in an efficient manner.

Ability to determine the marketability of property considering such issues as the target market, type of sale and conditions surrounding invitation for bid. In-depth knowledge of all commodity groups to examine, classify, segregate, and/or determine possible primary and secondary uses of property.
