The Supervisory Information Technology Specialist serves within the Office of information and Technology (OI&T;) under the supervision of the Area Manager and is responsible for exercising full supervisory, technical, and administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Responsible for managing the day-to-day operations to ensure specific needs of the customers are met in a timely manner and in compliance with service level agreements. The Supervisory IT Specialist serves as the senior technical specialist for all customer service problems and as the Service Desk focal point for the installation of hardware and software and incident resolution. The duties of this position include, but are not limited to:
Performing configuration management assignments to formally document and control the functional and physical characteristics of a system, or product during its life cycle.
Identifying and tracking modifications required to enhance and maintain the installed hardware and software configuration of assigned systems.
Providing guidance to project managers and other IT representatives on how to integrate services.
Supervising a staff of employees to accomplish the work of the organizational unit.
Providing a full range of IT hardware and software support to Community Based Outreach Clinics (CBOC's) and Medical Outreach Clinics.
Establishing guidelines and performance expectations for staff.
Providing managerial oversight for the acquisition, installation, support and implementation of Wide Area Network systems and applications.
Analyzing and coordinating all major facility hardware acquisitions and ensures compliance with VISN and national procurement directives and procedures.
Monday - Friday 8:00-4:30 CST
This is not a virtual position. Position is located at the Cheyenne VA Facility.

You may qualify based on your experience as described below:
Applicants must have One year of specialized experience
equivalent to at least the next lower grade (GS-11) that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. This type of experience would reflect demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques and would include:
Applying knowledge of a wide range of computer techniques, requirements, methods, sources and procedures to perform a variety of assignments.
Planning work to be accomplished by subordinates, setting priorities and scheduling completion.
Performing personnel supervisory functions for subordinate employees to include: establishing performance standards, evaluating subordinates performance, administering leave, selecting employees for vacant positions, initiating disciplinary actions, etc.
Managing IT and Telecommunication projects of different scope, and complexity.
Analyzing LAN/WAN and Telecommunication systems malfunctions for major center-wide systems and takes whatever action is required to remedy or effect system recovery.
Applying knowledge of data management/maintenance principles/services sufficient to evaluate alternative approaches and recommend solutions to problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
The work is both sedentary and active, requiring walking through out the medical center/CPOCs/Clinics or other designated areas. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds or drive a motor vehicle. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment. The work does not require any special physical effort.
The work is performed in the facility's computer repair workroom and in various business and/or clinical setting. The work area is adequately lighted, heated, and ventilated. There will be instances where the employee will need to crawl under/over/behind desks, through various types of furniture to get to the device in need of repair. There is some exposure to circuitry of electronic equipment during bench-top or on site analysis of problems or testing. in the latter situation, the employee must apply knowledge and reasonable precautions to and personal injury or damage to the equipment. Occasional travel may be required on short notice.
There is no educational substitution at this grade level.
Receiving Service Credit or Earning Annual (Vacation) Leave
: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
