The VA Palo Alto Health Care System (VAPAHCS) consists of three inpatient facilities located at Palo Alto, Menlo Park, and Livermore, plus seven outpatient clinics in San Jose, Fremont, Capitola, Monterey, Stockton, Modesto, and Sonora. These facilities provide some of the world's finest medical care and cutting-edge technology.

VAPAHCS is a teaching hospital with an affiliation with the Stanford University School of Medicine which provides a rich academic environment including medical training for physicians in virtually all specialties and subspecialties. Our Health Care System operates over 800 beds, including three nursing homes and a 100-bed homeless domiciliary - all to serve more than 67,000 enrolled Veterans.

Work Schedule: Monday thru Friday- 8:00am to 4:30pm

This position is located in the Audiology and Speech Pathology Service at Palo Alto VA Health Care System. Duties and responsibilities are carried out throughout the medical center including all clinical and other patient care areas involved with the service. The Speech-Language Pathology plans, conducts, and coordinates all aspects of diagnostic assessments and evaluations and therapeutic and rehabilitative services for speech, language, voice, fluency, cognitive, and swallowing disorders. The incumbent must demonstrate professional knowledge of, and skill in applying, a wide range of theories, principles, and methodologies of the practice of Speech-Language Pathology to a wide range of populations.

The major duties and responsibilities include, but are not limited to:

· Conducts, plans, and coordinates all clinical and administrative aspects of a full range of services associated with contemporary Speech-Language Pathology practice as well as independently performs diagnostic assessment and evaluation of cases that are referred to Speech-Language Pathology without limitation as to difficulty or complexity.

· Administration of a full range tests of speech, language, voice, fluency, and cognition including modal level and variation of vocal pitch and loudness; variability of the rate of vocal utterance; frequency and complexity of speech dysfluency, etc.

· Conducts interviews with the patients and appropriate family members and/or friends, selects, administers and interprets the diagnostic test necessary to detect and evaluate any type of speech, language, voice, fluency, cognitive, and/or swallowing disorders.

· Responsible for the adequacy of assessment and for the reporting of the findings to other professional workers with whom he/she or other members of the speech-language pathology service may cooperate in formulating diagnostic and clinical judgments; assesses patient condition from close observation and consultation with other members of the inter-disciplinary health care team.

· Serves as a consultant to other facility personnel involving the most difficult and complex cases and is a recognized subject matter expert on matters related to speech, language voice, fluency, cognitive, and swallowing disorders.

· Education or Training. Master's degree or its equivalent in Speech-Language Pathology, Communication Disorders, or a directly related field from an accredited college or university. Accredited means a college or university accredited by a regional accreditation organization and a Speech-Language Pathology academic program recognized by the Council on Academic Accreditation of the American Speech-Language-Hearing Association (ASHA). (NOTE: TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) IS OK.)

· Physical Requirements. See VA Directive and Handbook 5019.

· English Language Proficiency. Speech-Language Pathologist must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Licensure Requirement:

· Speech-Language Pathologist at the Full-Performance level (GS-12) are required to possess licensure. The incumbent must possess a full, current, and unrestricted license to practice Speech-Language Pathology in a State, Territory, Commonwealth, or the District of Columbia. [NOTE: YOU MUST SUBMIT A COPY OF YOUR CURRENT LICENSURE WITH THE APPLICATION PACKAGE AND/OR NOTE YOUR CURRENT LICENSURE NUMBER IN YOUR SUMBITTED DOCUMENTATION]U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

GS-12 Speech Pathologist:

A) Experience: One (1) year of professional experience as a Speech-Language Pathologist equivalent to the next lower level (GS-11) and possession of a full, current and unrestricted license to practice Speech-Language Pathology.

AND

In addition to meeting A above and the requirements at the GS-11 level, the applicant must demonstrate the following:

· Ability to develop coherent treatment strategies.

· Ability to incorporate new clinical procedures sufficient to perform clinical services independently.

· Ability to conduct assessments, provide treatment interventions, and provide consultation to other health care professionals.

· Knowledge of instrumentation used in speech-language pathology.

· Knowledge of principles and techniques used in alternative and augmentative communication (AAC) systems, diagnosis and treatment of dysphagia, and cognitive-communication disorders.

· Knowledge of principles and techniques used in voice disorders including alaryngeal and trach/ventilator-dependent patients.

· Ability to perform functions associated with contemporary speech-language pathology practice.
