Responsibilities

The incumbent serves as a senior contract specialist and provides business advice to the customer and other acquisition team members.

Performs all pre-award and post-award functions, using a wide range of contracting methods and types to procure complex, diversified, high priority, high visibility purchases, supplies, services, and/or construction.

Responsible for performing in depth research of procedures, policy and regulations, and for the development of guidance material to provide higher level acquisition technical advice, and management advisory services to managers and customers.

The incumbent may be required to obtain and maintain Federal Acquisition Certification in Construction (FAC-C) certification, and a Contracting Officer Certificate of Appointment (COA).

Duties will be developmental in nature when filled below the full performance level.

Meet Selective Service Registration Act requirement for males.

Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

BASIC REQUIREMENTS:

A. You must have completed a 4-year course of study leading to a bachelor's degree with a major in any field.

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in the GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through GS-12 will be considered to meet the basic requirements for other GS-1102 positions up to and including at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

SPECIALIZED EXPERIENCE GS-11:

To qualify at the GS-11 level of federal service, applicants must have at least one year of full-time, hands-on specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience which demonstrated independent experience for the award, administration and closeout of standard contracts for supplies, services, and construction.

OR

Successful completion of at least 3 full academic years of progressively higher level graduate education coursework in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or PhD or equivalent doctoral degree.

OR

Successful completion of a combination of education and experience as described above. Applicants who have not completed one full year of specialized experience as described above or the three years of graduate study in a field directly-related to the work of this position as shown above, but have an equivalent combination of such education and experience. For example, possess 6 months of the specialized experience (50% of the experience requirement), and (45 semester hours or 68 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education).

SPECIALIZED EXPERIENCE GS-12:

Applicant must possess at least one year of hands-on specialized experience equivalent to the GS-12 level in the Federal service. Hands-on specialized experience in one the following: Implements acquisition principles, policies, procedures and techniques using competitive and sole source negotiation and sealed bidding, and justifications to award complex contracts and prepare required determinations and finding AND Applies extensive contracting principles, laws, regulations, and procedures in planning, developing, implementing, and maintaining all aspects of the administration of one or more major systems contracts to execute major complex contracts AND Analyzes procurement and contracting actions involving pre-award, post-award, extensive negotiation, contract administration, contract termination, and contract close-out of functions for complex multidisciplinary, multi-agency contracts, Federal Financial Assistance, and inter/intra agency Agreements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Education

There is no substitution of education for experience at the GS-12 grade level of this announcement.

with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
