This position is located within the fiscal service office assisting the Supervisor of payroll and the Chief Financial Officer (CFO) in providing civilian payroll services to employees in the Nebraska Western Iowa Health Care System. Acts as the functional expert and payroll office team lead ensuring adherence to Agency and Government wide payroll policy and guidance.

Responsibilities
The Financial Management Specialist Payroll lead actively supports payroll processing through the following duties:
Advises the CFO, Service Chiefs and employees of their delegated duties related to funds control management within the Government Travel Program.
Leads payroll processing by assigning and managing workload to civilian payroll technicians to ensure accurate and timely completion of tasks defined by the payroll supervisor.
Incumbent develops and communicates local payroll policies in compliance with higher headquarters guidance and policies under the direction of the civilian payroll supervisor.
Incumbent provides payroll customer service technical assistance to employees and leadership in a timely manner via telephone, email or face to face.
Takes the lead on Headquarters and locally directed payroll audits. Ensures resulting analysis is concise and relevant to the tasking.
Acts as the Site point of contact with the Veterans Affairs Financial Services Center for all policy and detail payroll processing issues.
Acts as the site functional expert on the use of the Veterans Affairs Time and Attendance System (VATAS) providing training and functional guidance timekeepers and supervisors.
Assists the Payroll supervisor as the central point of contact to coordinate actions with the Human Resources office on all aspects of payroll.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2018.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-07:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to interpret policy direction for the Veteran Affairs civilian payroll program and develop policies and guidance to effectively implement and monitor compliance. Ability to plan, develop and present training with effective, relevant and timely training. Prepare clear and concise written and oral presentation training material in compliance with VA and local directives. Ability to plan for and lead working groups involving the Department of Veteran Affairs human resources, Defense Finance Accounting Service and timekeepers to respond to higher headquarters audit tasking. Provide accurate, relevant, and timely responses with proper coordination.

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of graduate level education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE:

GS-09:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to conduct formal training for program participants and management officials on various aspects of the program. Ability to perform analytical, administrative, coordinating and monitoring duties related to the pay compensation and employee accounts waiver program, and to provide management with reports of analysis of the ongoing operation and outcome of programs. Ability to identify areas of concern and non-compliance and make recommendations to management officials regarding corrective actions and the measures that should be taken.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements:
