The Procurement Value Management Function (PVM) within the Corporate Group of the New York Fed provides centralized acquisition services, spend category management, and governs vendor management for the Bank.
The Category Management & Strategic Sourcing Associate manages a portfolio of categories across the non-IT space, including but not limited to real estate, professional services, and other business services.
The Category Management & Strategic Sourcing Associate is responsible for developing, implementing, and continuously improving non-IT strategic sourcing strategies that maximize value and minimize risk for the Bank.
As the face of Procurement Value Management (PVM) to the client, the Category Management & Strategic Sourcing Associate is responsible for building and maintaining strong working relationships with key stakeholders, including Bank business line clients and partners, other Federal Reserve System and industry counterparts, and suppliers.
Identify effective sourcing and category management strategies for non-IT categories through a variety of procurement tools and best practices, including spend analysis, market analysis and business intelligence, requirements gathering and stakeholder relationship management.
Manage the full strategic sourcing life-cycle of complex or high-risk real estate, facilities management, professional services, and other business services strategic sourcing initiatives, from partnering with Subject Matter Expert (SME) teams to defining scope and identifying requirements to conducting competitive bidding (RFx) processes to vendor evaluation and negotiation of pricing and contract terms.
Apply industry expertise and best practices in the design and implementation of category strategies.
Ensure established category strategies are aligned with and support the overall business goals and needs of client departments and the Bank.
Design roadmap that forecasts and prioritizes strategic sourcing project demand based on collected business intelligence, data analysis, and industry insights.
Build and maintain strong relationships with key stakeholders.
Ensure that supplier diversity considerations are involved in category and strategic sourcing strategies and strategic sourcing project planning and implementation. Continually update existing diverse supplier database with new market and industry research findings. Measure performance against established supplier diversity-related metrics.
Develop business case analyses in support of sourcing initiatives for presentation to oversight groups and executive-level decision makers.
Promote and enable compliance with Bank policies.
Participate in Bank and System initiatives and projects as applicable.
Minimum of 7 years' experience in strategic sourcing and contracting.
Strong subject matter expertise in spend analysis, market analysis, RFX development and evaluation, and contract negotiation.
Ability to think innovatively and strategically and to foster and drive continuous improvement.
Strong business acumen with positive, solution-oriented approach.
Ability to manage multiple projects concurrently.
Excellent interpersonal and customer service skills; ability to clearly communicate the value of sourcing and vendor management services and practices to clients and other stakeholders.
Ability to build and maintain strong partnerships and to work across organizational lines to achieve objectives.
Strong oral and written communication skills; ability to develop and deliver clear, concise, and persuasive communications and presentations to senior-level audiences.
Bachelor's degree in business, finance, construction management or related fields required.
Postgraduate degree a plus.
