Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is located with the McAlester Army Ammunition Plant (MCAAP), Ammunition Operations Directorate in McAlester, Oklahoma. McAlester Army Ammunition Plant (MCAAP) was originally commissioned as the Naval Ammunition Depot McAlester on May 20, 1943 and began its first production in September 1943. In October 1977, the naval facility was transferred to the Army under the Single Manager for Conventional Ammunition Act. Red River Munitions Center (Red River, Texas) was transferred to MCAAP in October 1999. MCAAP is a government-owned/government-operated facility. Our operating hours are from 6:30 a.m. until 5:00 p.m. Monday through Thursday. We are closed on federal holidays. The mission of MCAAP is to produce and renovate quality conventional missile ammunition and ammunition-related components, perform engineering and product assurance in support of production, and receive, store, ship, demilitarize and dispose of conventional and missile ammunition and related items.

Responsibilities

Perform explosive production, rework or maintenance operations, such as operating automatic and semi-automatic machines with several controls using judgment and manual skill to determine how much to adjust controls or when to start another stage of the operation.

Perform manual assembly operations such as assembling a fuse, inserting booster charges and detonators, screwing or bolting down components to achieve mechanical strength.

Know the cycle of operation of one or few work processes, machines and equipment involved in powder working and ammunition production.

Handle the fuse and fused projectile safety and quickly, load and operate the machine, and observe the machine for indications of malfunction.

Other Requirements: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship.

Two year trial/probationary period may be required.

Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.

Direct deposit of pay is required.

This position is covered by the Civilian Drug Abuse Testing Program and requires you to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program, or a memorandum of understanding as well as submit to pre-employment and random drug testing.

This position requires pre-employment and annual physicals.

This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor or felony crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of Defense are not exempt from this provision. This includes protection from abuse orders.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Explosives Operator without more than normal supervision. Ability to perform some assignments including operating an automatic single operation machine with few controls to assemble or disassemble ammunition, explosives, ammunition components or fused projectiles in a production-type environment - Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Effort: Position requires you sometimes to lift items weighing over 60 pounds. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts. May push or pull hand trucks or other items weighing several hundred pounds and work requires sitting, walking, bending, reaching, crouching, and long periods of standing. Endurance and hand-eye coordination are required to work at a set pace and rhythm for long periods

Working Conditions: Work is usually performed indoors or outdoors in covered areas or passageways which provide some protection. Work areas are usually well lighted and ventilated; however, some operations cause uncomfortable steam or heat. The operators are required to stand on floors made of concrete, lead or conductive composition and are frequently exposed to moisture and wet floors due to cleanup operations. They wear protective clothing such as specially treated coveralls, respirators, and goggles on many assignments. There is exposure to the possibility of explosion and flash fires and chance of injuries ranging from loss of life or limbs or burns, cuts, bruises, sprains, and nausea.
