Summary

This position is located in the Pathology & Laboratory Medicine Service at the Baltimore VA Medical Center.

Physical Requirements:

The work requires manual dexterity and exceptional hand/eye coordination, some physical exertion, such as regular and recurring walking, bending, sitting over a microscope and concentrate for long periods of time while reading specimens and to stand for several consecutive hours during the preparation of specimens. In many situations the duration of the activity (such as most of a workday) contributes to arduous nature of the job. The position requires lifting of weight up to 44 pounds.

Work Schedule: Monday-Friday 2:00 P.M. to 6:00 P.M.

Responsibilities

The Medical Technician (Phlebotomist) duties include: Use at least two patient identifiers when collecting lab samples and use two identifiers to label sample collection containers in the presence of the patient.

Carefully check the name/SSN of the outpatient's VA card; Follow-up on possible order entry errors by checking the computer and consulting with supervisors and carefully follows written procedures.

Perform venous blood collection.

Demonstrate the ability to organize and prioritize work based on the rights of the patient as well as the interests of the physician.

Give proper attention to urgent requests.

Maintains and controls laboratory records.

Maintains records of results and related documents.

Maintains records describing results pertaining to tests and examinations performed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience:

Applicants must have 6 months or general experience and 6 months of specialized experience comparable to the next lower level if in the Federal service. Specialized experience includes: experience that may have been gained in (a) technical medical laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field (biological laboratory technician work) that required application of the methods and techniques for the positions being filled.

Education:

Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

You will be rated on the following Competencies for this position:

1. Ability to provide phlebotomy services for the collection of venous blood including selection of appropriate supplies, order of draw, and minimum volume requirements.

2. Knowledge of specimen processing and transportation conditions, specimen acceptance guidelines, and specimen requirements for individual tests.

3. Knowledge of testing procedures and instrumentation used in the Chemistry, Hematology, Urinalysis, Coagulation, Blood Bank, Microbiology, and Serology sections of the Laboratory.

4. Ability to meet the needs of customers by communication and treating customers in a courteous, tactful, and respectful manner which also includes protection of patient information.

5. Knowledge of requirements in dealing with psychiatric patients, seriously ill patients, patients with communicable diseases and requirements for providing care appropriate to the age of the patient.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
