Statement on Senior Executive Service (SES)

Positions The Senior Executive Service (SES) is a corps of executives selected for their superior leadership qualifications. Members of the SES serve in key positions just below the top Presidential appointees, and are the major link between these appointees and the rest of the federal workforce. Candidates for SES positions must possess both technical qualifications (subject matter expertise) and executive qualifications (leadership and managerial experience). By definition, SES positions are managerial, supervisory, and policy positions classified above the GS15 grade level.

Position Summary

The Pipeline and Hazardous Materials Safety Administration (PHMSA) is the principal agency within the U.S. Department of Transportation (USDOT) responsible for protecting people and the environment from the risks of hazardous materials in transportation.

The incumbent of this position serves as the Deputy Associate Administrator for Field Operations, Office of Hazardous Materials Safety (OHMS), located within PHMSA. The incumbent, in collaboration with the Administrator and the Deputy Associate Administrator for Policy and Programs, carries out a national program to ensure the safe, reliable and environmentally sound operations of the Nation’s hazardous materials transportation system. Responsible for overseeing and managing the day-to-day field operations/activities of OHMS and assists the Associate Administrator with high-level program planning and administration associated with OHMS field operation mission and program responsibilities.

The Deputy Associate Administrator – Hazmat Safety Field Operations:

Advises the Associate Administrator for Hazardous Material Safety and the Office of the Administrator on all hazardous materials transportation safety matters. Participates fully in policy determinations falling within assigned responsibilities. Issues implementation guidance for approved policies within the purview of delegated authority.

Manages the daily interface of field hazardous materials safety and environmental programs within operating parameters. Develops strategic and annual plans, identifying initiatives and establishing strategic goals. Identifies hazmat safety, environmental and emergency response problems and recommends innovative regulatory and non-regulatory solutions to address the specific areas. Develops priorities for the national hazmat transportation inspection program to ensure compliance with regulations and progress in reduction of threats to hazardous materials transportation system integrity. Coordinates with other modes to carry out a hazmat transportation inspection and compliance program. Coordinates all international inspection, fitness, and, investigation activities for hazardous materials safety.

Establishes and fosters partnerships among the Federal government, the states, regional and local government, and the industry to solve problems which present risks to the public from hazmat transportation. Promotes innovative and/or exemplary programs that enhance operational practices and governmental relationships.

Implements the day-to-day hazardous materials safety enforcement program policies, administrative actions, and legal proceedings. Maintains records of completed enforcement actions. Provides executive oversight of the preparation of reports and evidence and recommendation of enforcement action to the PHMSA Chief Counsel; collaborates with the Chief Counsel in the preparation of civil and criminal enforcement actions; and provides technical expertise in administrative and judicial proceedings.

Provides executive direction, policy, and national coordination for regional operations (inspection, enforcement and outreach); emergency support and security operations; performance metrics, accident investigation, and lessons learned relay. Oversees management of five regional field offices; implements enforcement policy and programs for the offices; and evaluates enforcement results. Oversees regional directors’ plans for inspection of hazmat transportation operations subject to PHMSA hazmat safety standards; works with state and Federal agencies to assist and coordinate the effectiveness of enforcement of the Federal hazardous materials transportation and other safety standards. In developing plans, considers information from the incident reporting system, and response to recommendations of the National Transportation Safety Board (NTSB), DOT Inspector General (IG), General Accounting Office (GAO), Congress, public complaints, Chief Safety Officer and the OHMS regulatory program.

As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are descriptions of the technical qualifications that must be clearly described in your resume. Your responses must explain how your experience supports each of the TQs

Expert ability to provide operational and strategic leadership at the National level for a complex geographically-dispersed organization. Experience establishing agency strategic plans and program policies to enable mission success.

Skilled collaborator with experience coordinating with executive level counterparts in other Federal agencies, officials of state and local governments, the Congress, OMB and representatives of industries, organizations and related businesses.

Experience in leading the development of long-range planning, budget formulation and execution, and extensive knowledge of personnel and financial management regulations and policies.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the ECQs that must be clearly described in your resume.
