Responsibilities
Assure that Pharmacy staffing levels and skill levels are appropriate to meet the Pharmacy needs.
Schedule work and determine staffing patterns in concert with the Pharmacy management team, evaluate work performance, interview candidates for positions and approve leave.
Interface with providers to design drug treatment plans.
Revise and update policies and procedures, as needed.
Provide direct pharmaceutical services by selecting, procuring, preparing and dispensing medications. Read and interpret prescriptions; measure and mix compound drugs and chemicals.
Review and record all patient information regarding therapeutic appropriateness of drug therapy. Provides consultative services and instruction to patients on safe usage of prescribed medications.
Maintain the records control system, prepare and maintain the department budget, assure the department and staff are in compliance with all JCAHO standards, guidelines and all other regulatory requirements.

Qualifications
DIRECT HIRE AUTHORITY (DHA): These positions are eligible to be filled through OPM's delegated DHA. The DHA has been authorized by the Homeland Security Act of 2002 and Part 337, Subpart B, Title 5 Code of Federal Regulations. Applicants who meet the basic qualification requirements will be forwarded to the Selecting Official for consideration. The rule of three, Veteran's preference and traditional rating/ranking of applicants do not apply to the process. Indian Preference does apply.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
BASIC REQUIREMENT(S):
Licensure
Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience
Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:
* Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
* Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
* Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;
* Planning, monitoring and evaluating medication programs or regimens;
* Establishing medication-handling procedures for the storage and preservation of medications;
* Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
* Maintaining all medication records required by law.
Basic Requirements for the GS-13 and above Grade Levels
In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the next lower grade level.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-13:
Serve as a point of contact to inpatient pharmacy related issues. Create or revise medication related policies and procedures to conform to regulatory and accreditation standards. Ensure appropriate staffing for safe departmental operations. Manage pharmaceutical inventory and ensuring proper storage, handling, and labeling of drugs. Ensure safe preparation of the complete range of sterile products including parenteral nutrition, chemotherapy, and critical care agents. Collaborate with staff to ensure medication-related technology operates smoothly and safely. Evaluate program effectiveness through data collection/compilation and analysis of quality measures. Advise medical staff of potential drug safety or shortage issues. Take steps to prevent medication errors and adverse reactions. Provide education of pharmacy techniques to other pharmacists. Ensure staff maintains and is current with all JCAHO standards and credentialing. Maintain all medication records required by law.
The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject ot adverse actions, up to and including removal from Federal Service.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
A one-year supervisory/managerial probationary period may be required upon selection/placement.
