As a Health Benefits Assistant for the Patient Administration Section (PAS) at the Charlotte Health Care Center (HCC) in Charlotte, NC, the incumbent(s) provides a high level of administrative and data support to the PAS.
The primary function of this position is to serve as an Enrollment and Eligibility Specialist for the Health and Travel Benefits Section. The MSA determines eligibility for VA healthcare which requires an extensive knowledge of VA laws, directives, policies and procedures. MSA's assigned to the Health Benefits and Travel Section provide record keeping and administrative support for any of the following areas: Admissions (ED), Eligibility, Decedent Affairs and Specialty Registry, Beneficiary Travel, Patient Funds, Emergency Department Administrative Support, Special Mode transportation and Travel. They will also be responsible for running data reports for unverified status of applications, incomplete encounter management errors due to any administrative data input and updating demographic information. The incumbent will be responsible to ensure accurate, timely and consistent information is entered into the appropriate database. Also, the incumbent(s) will provide the vision for development of monitors in measuring all data input.
Serve as an Enrollment and Eligibility Specialist, to determine eligibility for VA healthcare which requires an extensive knowledge of VA laws, directives, policies, and procedures.
Incumbent will be assigned work and/or receive training with the objective of acquiring the qualifications needed to successfully perform the duties and responsibilities of Medical Support Assistant, Health and Travel Benefits.
Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives.
Accurately generates patient data cards for veterans applying for care using the Veterans Health Identification Card (VHIC) system.
Incumbent(s) will also be responsible for assisting with the patient vesting and will assure appropriate monitoring and reporting is accomplished within established time frames.
Incumbent(s) may also be tasked with processing Beneficiary Travel claim requests.
Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports.
Prepares appropriate documentation and/or scheduling for traveler according to government rates or substantial rates.
Reviews requests for reimbursement of travel costs for the purpose of assuring compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization.
Reconciles vouchers against authorizations for accuracy prior to preparing certifications for payment.
Incumbent may be required to work in the Emergency Department on an as needed basis to ensure appropriate enrollment and registration for Veterans.
The incumbent(s) is responsible for accurate, new patient appointment management.
Explains the VA's mandate to collect insurance information to veterans, their families, and other eligible patients.
He/she collects, scans, and updates health insurance information serving a major role in the revenue process.
Incumbent must assist and train new staff in orientation activities through shared knowledge and specific outpatient or mental health clinic expertise.
Incumbent(s) must be able to interpret and communicate requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities and assist in training other MSA levels as follows:
a. Schedule appointments in a timely manner. All appointments will be made with the patient's input.
b. Notifies his/her supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes.
The incumbent must have a solid knowledge of multiple electronic systems and current computer technology regarding imaging applications, Vista application, CPRS, Microsoft Office Suite applications, and all other applicable programs/software and equipment.
Incumbent must also have solid knowledge and have the ability to use several types of office equipment to include fax machines, multi-line phone system, printers and copy machines.
Completes other duties as assigned.

Monday - Friday; 7:30 am - 4:00 pm or 8:00 am - 4:30 pm.

Basic Requirements:

Experience and Education:
(1). Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2). Education. One year above high school;

(3). Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

English Language Proficiency. MSAs must be proficient in spoken and written English.

Grade Determinations:
The following criteria must be met when determining the grade of candidates.
(a) GS-6 Advanced MSA - One year of experience equivalent to the GS-5.
(b) Assignment - The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.). The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments. They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.).
(c) Demonstrated Knowledge, Skills and Abilities:

* Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
* Advanced knowledge of the technical health care process as it relates to access to care.
* Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
* Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
* Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Physical Requirements: See VA Directive and Handbook 5019. The duties and responsibilities of the position require some mobility between various Clinic areas in separate building location sites, but generally the job is sedentary with some standing, stooping, reaching, and lifting up to 20 pounds. Incumbent is required to work with computer equipment.
