Lead Human Resources Specialist (Employee Benefits/Compensation) / PD# 05116-0
The Lead Human Resources Specialist (Employee Benefits/Compensation) position is located at the VHA Service Center in Independence, OH. The primary purpose of the Lead Human Resources Specialist (Employee Benefits/Compensation) is to review and assist in assigning workload in the areas of employee benefits, work life and leave. Duties of the Lead Human Resources Specialist (Employee Benefits/Compensation) include:
Leads HR Benefits & retirement related programs for the organizational unit.
Prepares and reviews complex Benefits & Retirement documents or reports.
Reviews and assists in assigning workload to the Benefits team.
Provides policy advice, and acts as resource for senior management and lower graded employees in the functional HR area of Benefits & Retirements.
Researches, reviews, interprets, explains, and applies HR related guidelines for assigned program areas.
Gathers, identifies and organizes complex or technical information from many sources.
Maintains program and administrative reference materials, project files and relevant background documents.
Maintains a current knowledge of procedures, policies, and directives to answer questions from team members.
Coaches the team in the selection and application of appropriate problem solving methods and techniques, providing advice on work methods, practices and procedures, and assisting the team and/or individual members in identifying the parameters of a viable solution in order to ensure an acceptable work product/result.
Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work- related information to the supervisor.

Specialized Experience:
GS-12:
Applicants must have at least one year of specialized experience equivalent to the GS-11 in federal service. Specialized experience is experience that has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:
* Analyzing, interpreting and applying federal law, regulations, policy and guidelines to the benefits and entitlements area of a human resources department.
* Providing advice and counseling employees, other human resources sections and management on complex areas of benefits, work/life, leave and retirements.
* Preparing, processing and correcting personnel actions in a computerized personnel system such as WebHR and HR Smart.
* Obtaining and discussing sensitive or controversial benefits information from individuals.
* Communicating technical benefits and retirement information in a succinct and organized manner, orally and in writing to employees and management.
* Training employees and staff on benefit, work/life and leave programs.
* Leading a human resources benefits team to complete projects or assignments to improve work processes.

* level.

Receiving Service Credit for Earning Annual (Vacation) Leave:
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
