Reclamation is seeking a career professional looking for an opportunity to capitalize on his or her expertise as Budget Technician. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.

The career ladder promotion potential of this position is the GS-07 level. However, this position may be filled at a lower grade. If so, when and if it is determined that a subsequent promotion is warranted, it may be made without further competition. Promotion up to and including the GS-07 level is neither guaranteed nor automatic.

Responsibilities

-Assists in developing documents and justifying annual and multiyear budget estimates of Working Capital (WCF), Appropriated & Power Funds.

-Assists in the preparation of reports for quarterly program accomplishment reviews.

-Enters data and updates as necessary in the budget database for recording, tracking, and reporting all funded activities.

-Assists with the review of federal financial system printouts, program and budget system reports, and other documents to ensure that obligations, cost accounting, and other financial data are accurate.

-Assists with the preparation of monthly fund utilization reports, and submit them for reivew and approval.

-Assists Collection Officer with the receipt and remittance of miscellaneous revenues received in the office.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.

To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to at least the GS-05 in Federal service. Specialized experience at this level is defined as assisting with gathering, extracting, reviewing and consolidating information and statistical data needed in the formulation of budget requests; aid in comparing actual obligations and expenditures to scheduled obligations and expenditures; assisting in preparation of budget estimates and review of justifications for the budget program; assisting budget staff in preparing for budget information meetings; and/or obtaining reports from various budget information systems for use by higher graded employees.

To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to at least the GS-06 in Federal service. Specialized experience at this level is defined as reviewing documents to solve routine or recurring accounting and budgetary discrepancies; entering data into accounting systems and correcting invalid/incorrect entries; monitoring accounts and sub-accounts balances to ensure accuracy and recommending appropriate action; examining invoices or other payment/funding documents for proper documentation, authorization, accounting codes and other justifications; determining proper coding and accounting to update automated systems; providing information about budget procedures to program managers and staff and submitting recurring reports on account balances and status of funds; conducting audits of various transactions used in disbursing funds to determine the appropriateness of the disbursement; and/or sorting and filing budget documents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Human Resources (HR) will review resumes and transcripts, if applicable, to ensure applicants meet the basic qualification requirements. The assessment questionnaire will take approximately 45 minutes to complete. Applicants determined best qualified will be referred to the selecting official.

KSA 1: Knowledge of budgetary and financial laws, policies, procedures, and regulations.

KSA 3: Skill in analytical reasoning and ability to apply that skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions.

KSA 4: Ability to communicate with all levels of management and employees, as well as staff from outside entities.
