The primary purpose of this position, COMPUTER SCIENTIST, NH-1550-03, is to provide expert Computer engineering expertise to support definition and evaluation of computer software/hardware system requirements, with particular attention paid to system engineering technologies such as sizing and performance, electronic commerce and common operating environments in support of the Air Force standard base-level mission.

Responsibilities

Function as a senior technical expert engineer in systems development involving communications- computer systems (C-CS) architectures.

Plan, organize, and oversee all engineering tasks in support of contractual activities that acquire new or modified information systems in accordance with DOD acquisition guidelines.

Provide expert recommendations to establish, improve, and/or change directives, regulations, operating instructions, policies, processes, and procedures within the area of assigned responsibility.

Maintain current system documentation, including flow charts, configuration data sheets, equipment/software upgrade requirements, system operation manuals, life-cycle/procurement documents, test/training plans with dated milestones and priorities.

Participate in and/or lead conferences, meetings, and demonstrations within the AFTC/412TW/412CS, other DOD agencies, and/or private industry facilities or vendors.

WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

BASIC REQUIREMENTS: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

SPECIALIZED EXPERIENCE: Subsequent to meeting the Basic Education requirements outlined above, you must also possess one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower pay band (NH-02), grade level (GS-11), or equivalent. Specialized experience is described as developing software systems using a knowledge of techniques, procedures, and processes such as operating system theory, data structures, computer system architecture, Software engineering, and computer communications and the ability to conceive and define solutions to highly complex problems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to plan, organize, and provide technical leadership and project management oversight for medium to large-scale enterprise systems, current hardware and software technologies, and common industry-level services.

2. Strong knowledge of current industry technologies and security practices to include:

a. Enterprise-level machine Operating Systems and Applications

b. Virtualization concepts and technologies

c. Storage Area Networks and Arrays

d. Local and Wide Area Network protocols and equipment

e. Enterprise-level back-up software, hardware, and data archival systems

f. DISA Security Technical Implementation Guide Standards (STIGS)

g. DISA Assured Compliance Assessment Solutions (ACAS)

h. Systems health and availability monitoring

3. Ability to research, analyze, interpret, and apply policies, regulations, and procedures to a variety of Information Systems (IS) technologies and recommend timely economical solutions.

4. Ability to maintain good working relations and to communicate effectively with a broad range of personnel both orally and in writing; and to use modern computer software applications in support of communications and presentations.

5. Knowledge of advanced system development concepts, principle and practices within the field of computer science to include:

a. Stakeholder and systems derived requirements gathering and documentation

b. System design, prototyping, feasibility testing, and development of Course of Actions (COA)

c. System integration planning, execution, and functional testing

d. Systems operational acceptance testing, product transitioning, and personnel training

e. System data-sheets, operations manuals, service life-cycles, and lessons learned documentation

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
