WHAT DOES A HUMAN RESOURCE SPECIALIST DO? As a Human Resource Specialist, you will serve as a consultant and provide guidance over various personnel issues. In this position you will be responsible for accomplishing a variety of analytical studies and/or participate in projects relating to mission/oriented programs for the Internal Revenue Service. In addition, you will provide advice, guidance and information on personnel/payroll systems and provide feedback in the evaluation of the efficiency and effectiveness of the assigned programs and systems.

WHAT IS THE HUMAN CAPITAL OFFICEDIVISION: The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential.

This is a roster announcement open continuously and allows applicants to apply up to the last cut off date listed in the announcement. The roster will be used to fill positions throughout the next 12 months. We are projecting approximately 10 permanent vacancies to be filled during the life of this roster open period of 2/7/2018 to 12/11/2018 – selections may be made through 3/11/2019. Contingent upon funding and space requirements, one or more vacancies may be filled in the Non-Competitive Action Center, Holtsville, NY as they become available in that location during the life of this roster. Applicants need to apply and be eligible by 11:59 pm Eastern Time (ET) at the close of each of the following cutoff dates to be considered: 2/21/2018, 6/14/2018, 9/12/2018 and 12/11/2018. Responsibilities

As a Human Resource Specialist you will:

* Perform a broad range of technical pay administration duties in the areas of setting and adjusting pay for new and continuing employees.
* Provide assistance and advice in two or more HR Specialties of a wide range of advance HR principles practices techniques and regulations.
* Perform research and analyze the results to develop recommendations to customers through research fact-finding and evaluative techniques.
* Apply automation means to accomplish presentations, data retrieval and to prepare written guidelines and recommendations relating to personnel projects.
* Apply project management principles and processes to projects and effectively coordinate and integrate project objectives and recommendations.
* Provide knowledge of analytical and evaluative personnel and payroll methods and techniques to accomplish projects.
* Respond to basic questions from employees and managers on a limited variety of personnel and management matters related to the assigned personnel management functions.
* Perfom qualification determinations.
* Perform additional duties as assigned.

GS-05 LEVEL: You must have three (3) years of general experience which included one (1) year at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience for this position includes: applying Human Resources Personnel concepts and practices. Experience using knowledge of fact-finding and evaluative techniques in order to perform research of customer request; Basic experience using automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include: Working with a specialist for human resource functions or equivalent organizations; Experience researching personnel problems; Experience performing qualification determinations; Experience communicating both in writing and verbally. OR

You may substitute education for general experience as follows: A Bachelor's or equivalent degree in any field of study.

GS-07 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: applying Human Resources Personnel concepts and practices. Experience using knowledge of research, fact-finding and evaluative techniques in order to perform research of customer request; Experience using personnel/payroll automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include: Working with a specialist for human resource functions; or equivalent organizations; Experience analyzing personnel problems and ensuring accuracy of personnel employee information and qualification determinations; and Experience communicating both in writing and verbally. OR

You may substitute education for specialized experience as follows: 1 full year of progressively higher level graduate education leading to a graduate degree in any field of study. OR Superior Academics Achievement may be met by having a Bachelor's degree in a field of study with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: applying Human Resources Personnel concepts and practices. Experience using knowledge of research, fact-finding and evaluative techniques in order to perform research and analyze results; Experience using personnel/payroll automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include: Working with a specialist for human resource functions; or equivalent organizations; Analyzing personnel problems; Implementing changes in human resources requirements; and ensuring accuracy of personnel employee information and qualification determinations OR

You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR 2 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields.

GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: applying Human Resources Personnel concepts and practices, as well as consultative skills. Experience using knowledge of research, fact-finding and evaluative techniques in order to perform research and analyze results; Experience using personnel/payroll automation to accomplish workload and research, report/graph presentations, data retrieval and to prepare written guidelines and recommendations. Examples of qualifying work experience include: Participating as a specialist/analyst for major human resource functions or equivalent organizations; Analyzing personnel problems; Implementing changes in human resources requirements that will meet future mission demands; and ensuring accuracy of personnel employee information and qualification determinations: Trains Personnel employees. OR

You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR 3 full years of progressively higher level graduate education leading to a doctoral degree in a related field of study such as: human resources, organizational psychology, public administration or other administrative and management fields.

For Grades 05 through 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.
