Summary
JOB DESCRIPTION:
IT Operations Analysts interact with customers, IT professionals, and engineers to oversee the implementation and monitoring of IT systems. They manage IT audits, inspections, and findings, and support total asset management initiatives. IT Operations Analysts define requirements, design and document system specifications, perform quality assurance procedures, and collect and analyze performance metrics. They apply Information Technology Service Management principles to ensure successful transitions of systems into the enterprise and community. They also collaborate internally and externally to promote optimal and reliable IT performance and delivery of data, products, and services across the National System for GEOINT (NSG) and Allied System for GEOINT (ASG).
Responsibilities
ADDITIONAL INFORMATION:
Corporate Services Branch (TOCSC) is seeking an organized and proactive individual with leadership skills to serve as the Corporate Operations Video/Video teleconferencing Service Manager. The incumbent will champion coordination with Government, contractor Program Managers, Intelligence Community (IC), and industry service provider representatives along with appropriate Key Component partners to provide operational oversight of services supported by CIO-T and TOCSC to meet NGA mission requirements. The Corporate Operations Service Manager specific duties deal with coordination with Program Mangers (PMs) to ensure new projects/services align with CIO-T Transition outcome actions, and Customer Service Representatives (CSRs), Technical Monitors (TMs) and PMs for release notifications; taking a proactive approach in identifying problems associated with Video/Video teleconferencing and formulating valid and effective alternatives or solutions to minimize or eliminate mission impacts. The service manager supports high visibility Special Events by coordinating with the CIO-T Event Coordinator and working closely with the event team representatives and seniors from all directorates up to and including the NGA Director. The successful candidate must be a self-starter, willing to assume responsibility for actions, detail oriented, and possess strong leadership skills. Candidate must be able to complete DAWIA Level I Certification for Systems Engineering or Program Management within the first year of assumption of position. Candidate must be able to complete ITIL and Agile Engineering training.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications
MANDATORY QUALIFICATION CRITERIA:
For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Technical knowledge or experience of Cisco/Tandberg Video teleconferencing system products to demonstrated the ability to operate, manage, and manipulate the Video teleconferencing products such as the Cisco/Tandberg Telepresence Management System scheduler to review VTC sessions, and pull reports. 2. Program Management such as system integration; systems requirement management; risk management; technical project management; data analysis; and/or technical problem solving. 3. Ability to work with diverse user community clarifying requirements and transitioning hardware/software capabilities and services into operations. EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Computer Science, Engineering, Information Technology, Mathematics, or a related Physical Science discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience monitoring and/or coordinating the resolution of information technology issues or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Four years of experience monitoring and/or coordinating the resolution of information technology issues or a closely-related area that demonstrates the ability to successfully perform the tasks associated with this work.
DESIRABLE QUALIFICATION CRITERIA:
In addition to the mandatory qualifications, experience in the following is desired:
1. Knowledge of the role of the Common Services Core Service Area in the Infrastructure Service Provider (ISP) environment. 2. Possess the following skills: Organizational Representation; Interpersonal Relationship Development/Networking; Risk management techniques. 3. Conversant with current industry best practices and trends for IT operations and services. 4. Knowledge of IC initiatives and Video teleconferencing certifications such as CISCO Video Engineering Certification. 5. Bachelor's degree in a technical, management or leadership discipline. A post-graduate degree in one of these fields is desirable.
