Summary
This position is for an engineering technician within Facilities Maintenance Division. This position will serve in a multi-purpose role develop scopes of work for construction projects and estimate construction costs. The applicants must demonstrate recent significant hands-on experience resolving water infiltration concerns to buildings, structures roofs, windows, doors, exterior siding, brick faade, and basement watertight integrity, etc. The successful candidate will provide technical advice and assistance on the operation, maintenance, and repair of NIST owned / already constructed buildings, and some involvement on NIST buildings under construction and/or renovation. The candidate will manage projects related to the operations and maintenance/repair of buildings and specialized structures, such as laboratory/ office buildings and their exterior architectural building envelope systems, underground utilities, drainage systems, roads, parking lots, sidewalks, fences, grounds, etc. This position will develop scopes of work for construction projects and estimate construction costs.

Responsibilities
* Develops scopes of work for designated construction projects, which includes a written narrative, plans, sketches, specifications, and / or other design documents necessary to communicate the project intent to the customer, the design firm, and/or the general contractor. Conducts site investigations and communicates with the contractor to ensure the work complies with the contract, particularly with regards to quality, cost, schedule and safety.
* Reads plans and specifications of contractor performed maintenance, modification and minor construction.
* Serves as the Contracting Officer's Representative (COR).
* Serve as an estimator and project planner with responsibility for reviewing and/or preparing detailed cost estimates and scopes for projects during project formation.
* Possess a working knowledge of laws, policies, and procedures pertaining to the construction work environment, i.e., Occupational Safety and Health Administration (OSHA), International Building Code (IBC), and National Electrical Code (NEC).
* Applies experience and detailed technical construction knowledge in order to plan and complete assignments.
* Prepares project drawings by hand or with computer-aided design.

Qualifications
Specialized Experience:
To qualify, applicants must have one year of specialized experience equivalent to at least the GS-09 level (or ZT-III at NIST). Specialized experience is defined as experience in a campus type facility developing scopes of work for renovation of laboratories and administrative spaces. Experience in comprehensive contract project management such as planning and estimating, computer aided drawing AUTOCAD/AUTOCAD LT, negotiating and administering contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
