Summary
The Supervisory General Engineer (Projects) has complete program responsibility, providing engineering review and guidance for construction, renovation, capital facilities and capital planning programs of the VASNHS. This program encompasses engineering and management involving the areas assigned to include assurance of meeting guidelines set by the DVA and other code-setting agencies regarding overall planning, design, and construction, renovation and capital facilities programs.

The following list of duties is not all inclusive.
Determines requirements, reconnaissance, location, and prepares designs, specifications and estimates.
Applies an expert knowledge of methods, precedents, and standards to a broad subject-matter field.
Work complexities required not only versatility and innovation but frequently require short cuts or compromises that are considered risky.
Frequently resolves unusual demands cause by extraordinary urgency, public interest, or economic restraints.
Oversees, directs or administers the development, production and maintenance materials, components, equipment or other systems or sub-systems.
Conducts and/or provides professional advisory services pertaining to the observation, examination, measurement, analysis, mapping and description of physical and cultural features and phenomena.
Provides professional advice to peers, subordinates or non-professional administrators or managers.
Oversees subordinate professionals (i.e., engineers, or architects) work.
Works closely with the Chief Engineer and Engineering Planner in developing and maintaining the Five Year Facility Plan, SCIP and Facilities Master Development Plan which includes both maintenance and capital improvement initiatives.
Serves as the medical center's expert on quality improvement activities for Project Engineering issues, acting as facilitator or team member.
Consistently communicates and treats customers (veterans, their representatives, visitors and all VA staff) in a courteous, tactful, and respectful manner.

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Basic Education Requirements
: In applying for this Supervisory General Engineer, do you possess a bachelor's degree in professional engineering from an accredited college or university? To be acceptable, the curriculum must,
Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR
Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (TRANSCRIPT REQUIRED)
In applying for Supervisory General Engineer, you may also meet the basic requirements by possessing a combination of college level education, training, and/or technical experience that furnished you with; (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (TRANSCRIPT REQUIRED)
The adequacy of such background must be demonstrated by one of the following:
1. Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (DOCUMENTATION REQUIRED) Do you possess documentation of professional registration? OR
2. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination. (DOCUMENTATION REQUIRED) Do you possess documentation of the written test requirement? OR
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. (DOCUMENTATION REQUIRED)

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (DOCUMENTATION REQUIRED)

Specialized Experience for GS-13:
In addition to the above, you must also meet the following: Do you possess at least one (1) year of specialized experience related to the duties of this Supervisory General Engineer position? Specialized experience is experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory General Engineer position, and that is typically in or related to the duties of this position. Specialized experience includes: working as a supervisor with professional engineering and management skills in engineering project management and construction programs which includes a broad background of engineering training, education and experience in interpreting, organizing, executing an coordinating assignments which include the design, modification or develop of a variety of complex layouts, utility and communication systems and Biomedical Engineering. Has experience providing professional oversight and/or project management for construction or maintenance efforts. Serves as the facility expert on construction, renovation, capital improvements, capital leases and capital planning. This specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service.

Education
Physical Requirements:
Extensive walking, climbing ladders and crawling through tight spaces to inspect completed work. Exposure to outside weather, dust, and high noise levels is typical throughout the construction period. Work environment consist of the operating boiler, chiller, electrical distribution, emergency generator and water treatment facilities as well as normal office settings. The performance of duties requires trips to various VASNHS locations including pipe basements, mechanical rooms and electrical closets.
There is no educational substitution at this grade level.
