Summary

This position is located in the Project Coordination Division, Office of Physical Security Programs, under the Directorate of the Deputy Assistant Secretary for Countermeasures, Bureau of Diplomatic Security (DS/C/PSP/PCD).

The incumbent serves as a Physical Security Specialist with responsibility for coordinating physical security project development and overseeing a broad range of physical security activities associated with the planning, designing, and construction of major projects affecting physical security of U.S. diplomatic facilities and related buildings, compounds, renovations, rehabilitations, and modifications to ensure the proper application of physical security standards in the selection, design, construction and modification of diplomatic facilities abroad.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

-Reviews and prepares responses to all incoming correspondences and cables (classified and unclassified), waiver/exception requests and inquiries from U.S. Diplomatic facilities and Foreign Affairs agencies, Regional Security Officers, Ambassadors, et al, regarding physical security concerns at posts, such as proposals for security upgrades, changes in threat levels.

-Receives, reviews, and approves physical security surveys for all Chief of Mission (COM) overseas posts. As the subject matter expert on physical security, ensures accurate completion of the physical security surveys and the identification of physical security deficiencies.

-Reviews and recommends approval for all project drawings, plans, and documents for conformance to security standards and policies affecting diplomatic facilities. Reviews assigned diplomatic construction projects to identify physical security needs to assure the integrity of each controlled access area (CAA) construction project.

-Receives, reviews, and approves requests for residential physical security upgrades of posts in assigned portfolio. Ensures compliance with applicable standards and guidance in the Foreign Affairs Manual, Foreign Affairs Handbook, and Division standard operating procedures and guidance.

-Coordinates timely funding requests for residential upgrades with the Office of Physical Security Programs budget office and posts, including drafting cables and providing guidance to Posts on their cable requests. Evaluates requests for exceptions to standards and advises post and Department leadership whether the risk is acceptable.

Qualifying specialized experience must

demonstrate the following:

-Experience with physical security principles, methods and practices as applied to the planning, designing, reviewing and construction of multi-use buildings and compounds.

-Experience conducting physical security surveys and identifying physical security deficiencies.

-Experience formulating, recommending and prioritizing cost-effective physical security projects.

-Experience conducting comprehensive physical and residential security analyses evolving security conditions.

There is no substitute of education for

specialized experience for the GS-13 position.
