Senior Scientific Technical Manager (SSTM) positions are positions which exceed the NM-05 (GS-15) level. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
The selectee for this position will serve as the Cybersecurity Engineering Principal Technical Manager and Cybersecurity Engineering Division Head at the Space and Naval Warfare Systems Center Pacific (SSC Pacific).
This announcement is being used to recruit qualified individuals, under the SSC STRL Direct Hire Authority, authorized by Section 1108 of the NDAA for FY 2009 for qualified candidates possessing an advanced degree to scientific and engineering positions, and Federal Register Notice (FRN), Volume 79 Number 144, dated 28 July 2014. An advanced degree is a Master's or higher degree from an accredited college or university in a field of scientific or engineering study directly related to the duties of the position to be filled.
This announcement is also being used to recruit qualified individuals under the SSC STRL Direct Hire Authority, authorized by Section 1107 of the NDAA for FY 2014 for qualified candidates who possess a Bachelors' degree to scientific and engineering positions.

The successful selectee will perform the following duties:
Furnish highly advanced technical guidance and recommendations in the domain of cybersecurity engineering to to-level administrative and technical management officials within the SSC Pacific, Space and Naval Warfare Systems Command (SPAWAR), the Department of the Navy (DON), Department of Defense (DoD) and other government agencies.
Serve as the SSC Pacific Cybersecurity Competency Lead, developing the cybersecurity engineering workforce, leading the SSC Pacific cybesecurity Technical Authority engagements, contributing to the Naval Research & Development (R&D) Engineering Cybersecurity Integrated Product.
Responsible for a wide range of system, interface, and capability based engineering including security engineering requirements derivation, modeling and simulation, design, integration, development of new technical solutions, technology transition, experimentation, and interoperability.
Responsible for improved mission assurance through improved cybersecurity engineering across a broad range of systems, enclaves, and platforms including traditional information technology (IT) and applications, industrial control systems (ICS), and Navy control systems (NCS), by ensuring their availability, integrity and confidentiality.
Collaborate with SSC Pacific leadership on the overall direction and management of the Center's engineering, fleet support, business operations and science and technology activities.
Carry out technical supervisory responsibilities involving technical planning and oversight of work accomplished through Federal civil service employees, assigned military members, non-Federal workers, and/or others, to include Intergovernmental Personnel Act (IPA) assignments, contractors and volunteers.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Demonstrated knowledge and expertise across the Cybersecurity domain including technical experience with a wide range of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and interfaces, and first hand familiarity with implementation of Risk Management Framework (RMF) for IT. Technical competence in requirements derivation, M&S, design and integration. Experience developing new technical solutions, processes and practices, solving interoperability problems, and transitioning capabilities to Programs of Record.
2. Documented leadership and management experience of organizations greater than 200 personnel. Ability to provide technical vision and strategic focus, workforce recruiting and development, mentoring and coaching for a diverse, highly technical Cybersecurity workforce (CSWF). Experience in performance reviews and compensation, training and certification of CSWF, and personnel regulations.
3. Proven project and resource management experience. Demonstrated familiarity with budgeting and execution of financial operations within the Working Capital Fund (WCF) system. Highly skilled and knowledgeable in project management, risk management, quality assurance, process improvement methodologies and systems engineering best practices. Ability to manage multiple projects simultaneously with associated risk and issues.
4. Ability to develop and lead comprehensive Cybersecurity RDT&E initiatives in areas of mission assurance, architectures, cross domain solutions, Type 1 cryptographic solutions, key management, cyber defense, cyber situational awareness, cyber resilience through applied information system security engineering, secure coding techniques, and cyber risk assessment approaches to engineering activities. Ability to negotiate complex technical solutions with major stakeholders within the Cybersecurity functional area.
5. Adept at business development and sponsor and customer engagement. Demonstrated knowledge of Cyber commands and supporting organizations including Defense Information Systems Agency (DISA), U.S. CYBERCOM, Fleet Cyber Command/Commander 10th Fleet. Highly skilled communicator, both orally and in writing. Experience briefing at Flag/SES levels and thereby informing policy and decision making.
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual (also see the Education section and Assessment Questionnaire for requirements):
Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by (ABET) as a professional engineering program; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- Combination a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional Registration or Licensure: Current registration as a an Engineering Intern (EI), Engineering in Training (EIT) or Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Fundamental of Engineering (FE) examination), or any other written test required for professional registration, which is administered by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering program as described in response A or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field , e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Note: Please see the Qualifications & Education sections of this announcement for a link to the Office of Personnel Management's (OPM) Individual Occupational Requirements. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. This training plan or experience must be well documented and provided at time of application.)
Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Successful completion of a degree in mathematics, statistics, or actuarial science; or a combination of education and experience demonstrated by coursework that is equivalent to a major in mathematics, statistics, or actuarial science (at least 24 semester hours), plus appropriate experience or additional education.
Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
An advanced degree of Master's or higher is highly desirable.
