These positions are located in Saint Croix National Scenic Riverway. Please visit find a park

Area information: The St. Croix National Scenic Riverway (NSR) is located in eastern Minnesota and northwestern Wisconsin. The St. Croix NSR protects 252 miles of river, including the St. Croix and Namekagon Rivers. The Riverway is one of the original eight rivers designated as a wild or scenic river. Camping is provided at designated NPS and state park sites. The Riverway is a popular destination for canoeing, boating, fishing, camping and hunting. All three duty stations are located in small communities in largely rural recreational areas. Summer daytime temperatures are mild averaging 75-85 degrees Fahrenheit and nighttime temperatures averaging 60-70 degrees. Saint Croix National Scenic Riveway

These positions are Full-Time temporary positions not-to-exceed 1039 regular hours (about 6 months) in a service year. Positions may be terminated sooner or extended depending on management needs. Individuals selected under this vacancy announcement are eligible for rehire in subsequent service years.

The typical seasonal entry-on-duty period for Saint Croix National Scenic Riverway is April - September, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2018.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Responsibilities

Incumbent will work with Lands staff as a member of the Resource Protection Division. They will be responsible for organizing and leading the scenic easement monitoring program, working with landowners with NPS scenic easements in answering questions about the scenic easements, explaining regulations and provides information. Assists volunteers in the field with necessary tools and reporting information to actively conduct easement monitoring. Manages the current scenic easement database and will be encouraged to create a new database tracking system to house all information for over 800 scenic easements. Will also use mapping software to accurately locate potential violations in the field along with directional mapping for use in the easement monitoring field folders. Other duties may include, assisting with basic emergency response, assisting with special events planning and activities, assisting other divisions at the Riverway with lands related issues.

Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Drivers License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Work Schedule: You may be required to work evenings and weekends.

Travel: You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

SELECTIVE FACTOR: This position performs Operation of a Small Water Craft, and the incumbent is required to operate a small water craft less than 26 feet in length. Operation includes transport of personnel (including visitors), tools, and materials/supplies to job/work sites. In performing this duty, the incumbent may be required to have a current Department of Interior Motorboat Operator Certification Course (001-MOCC) certificate. This position is subject to drug-testing - is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

EXPERIENCE: Have one year (12 months) of specialized experience equivalent to the GS-05 level in the federal service. Specialized experience is experience performing law enforcement duties for the protection, land use conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of scenic easement law enforcement authorities and procedures to protect resources. You must include hours per week worked.

-OR-

EDUCATION: One year of graduate level study in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, environmental law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts.

-OR-

COMBINATION: Have an equivalent combination of education and experience. For GS-7: Example: 6 months of specialized experience as described above may be combined with one-half year (9 semester hours) of graduate level college study in a directly-related field of study as described above to meet the qualifications requirements for the GS-7. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution

with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities

to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Work is mostly sedentary but docs require some physical activity including periods of standing, walking> stooping, reaching and moderate lilting and carrying of boxes, GPS units and other ems. The incumbent is often required to drive long distances to complete on-site property inspections and to meet with private and/or other government officials.

Working Conditions: Work is generally performed in an office setting, but periodic trips to the field are required to make on-site property inspections. When working outdoors the incumbent will be exposed to weather conditions ranging from hot summers to bitter cold, snowy winters. Field inspections are also sometimes performed over water in a variety of motorized ahd non-motorized watercraft.
