Responsibilities

The incumbent functions as Chief, Health Administration Section (HAS) within Business Operations Service of the Kansas City VA Medical Center. The scope of services encompasses a comprehensive range of clinical sub-specialties. The system employs full-time, part-time and consultative physicians; maintains active academic affiliation with the University of Kansas School of Medicine and University of Missouri Kansas City (UMKC) School of Medicine; maintains an active clinical research program; and provides comprehensive health care services to veteran residents throughout western Missouri and eastern Kansas. The incumbent integrates process and system improvement principles with best practice concepts into the KCVA HAS Section by utilizing tools to educate and measure growth. The incumbent promotes organizational stewardship through the coordination of process improvement initiatives and the development and deployment of effective internal controls.

Major duties include, but are not limited to: Ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

Resolves differences between personnel members in a professional, consistent manner.

Inspires, motivates and guides others toward goal accomplishment.

Coaches, mentors, evaluates, and provides feedback to subordinates.

Adapts leadership styles to a variety of situations.

Plans, distributes, coordinates, and monitors work assignments of others.

Provides advice to management on budgetary and finance issues pertaining to the HAS section.

Analyzes data from a variety of sources to identify, report, and implement significant process changes.

Resolves serious issues with employees from identifying training needs to recommending disciplinary action.

Resolves technical work problems not covered by established policies and procedures.

Analyzes and interprets incoming requests and correspondence to take necessary action in finding a resolution.

Provides customer with consistent information according to established policies and procedures.

Leads meetings to explain changes in policies and procedures.

Serves as liaison between medical center management and employees.

Communicates effectively with others.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience, GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized Experience includes: Ensures that staff are appropriately selected, utilized, and developed.
