Summary

This employee serves as National Program Leader for Silviculture Research on the Sustainable Forest Management Research staff within the Office of the Deputy Chief for Research & Development (R&D) in the Forest Service’s national headquarters.

The position also serves as the R&D national headquarters lead for biomass and bioenergy research. This employee is a recognized research authority in the field of silviculture, forest ecology, and forest management, responsible for a broad range of leadership activities for the program assigned.

This position is part of the Deputy Chief, Research and Development Sustainable Forest Management Research Team in Washington, DC.

Responsibilities

Develops and plans the Silviculture Research National Program. This includes assessing the adequacy of existing activities for the entire assigned program, identifying emerging issues and problems, anticipating the need for additional knowledge, coordinating program activities within and across the Forest Service, and building support for the program with clients inside and outside the Forest Service.

Recommends to staff directors which program components and activities should be initiated, expanded, maintained, curtailed, or dropped, and when and why such actions should occur. Analyzes how program accomplishments are meeting clients’ needs. Proposes adjustments to better integrate program activities with other Forest Service programs to increase service to clients. Identifies and proposes ways to eliminate duplication and redundancy in programs, increasing cost-efficiencies in program delivery.

Provides leadership, allocates resources, and implements activities to accomplish Forest Service multicultural organization direction, and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives. Leads and sets a positive example by participation in Work Environment Continuous Improvement Processes. Creates a work environment that respects, appreciates, and values the contributions and perspectives of all employees.

Tracks program performance and reviews accomplishments of field units; analyzes workforce capacity, organizational needs, and staffing trends for the program. Formulates and justifies program budget requests; responds to inquiries about the program’s budget and performance to agency budget officials, line officers, and clients.

Acts as the authoritative, nationally recognized professional, scientific, or technical expert for the silviculture research science program, bringing exceptional creativity and ingenuity to the development of plans and proposals to address complex, emerging issues affecting the assigned program. As a recognized national authority, acts as a consultant or advisor to Staff Directors, Associate Deputy Chiefs, and Deputy Chiefs across all mission areas, and is frequently called upon to provide authoritative professional, scientific, or technical advice to the Chief, Deputy Undersecretary for Natural Resources and Environment, and occasionally to senior executives of other USDA agencies and mission areas.

Meets with clients of the program from inside and outside the agency to represent the program, mission area, and agency. Gathers information on the program’s effectiveness in meeting clients’ needs. Helps clients to adapt program results to create solutions for their problems. Shares what is learned with other program leaders in headquarters and field units to sharpen program focus, improve program integration, and accelerate program delivery. Establishes and maintains partnerships with other government agencies, non-governmental organizations, and private organizations to leverage the agency’s ability to accomplish its mission.

Travel Required

25% or less - Travel will be required approximately 7-10 times a year with a duration of a week. Travel is required for mission operation, mission critical, conferences, and meetings.

BASIC REQUIREMENT FOR THE 0460 FORESTRY SERIES:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

Management of Renewable Resources: study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

Forest Biology: study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

Forest Resource Measurements and Inventory:sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.

In addition to the basic educational requirements above, the following specialized experience is required.

GS-15:

Applying silviculture research to develop strategic research plans;

Developing new concepts and directing long-term research programs and projects of national and or international scope;

Serving as a nationally recognized expert in silviculture research with a record of publication; and

Leading research programs and building coalitions to achieve timely and high quality results to advance science, management, science and policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
