The Division of Behavioral Health and Intellectual Disabilities Policy (DBHIDP) addresses financing, delivery, and quality if services and support for individuals with mental illnesses, substance use disorders, or intellectual disabilities.

This position is located in the Department of Health And Human Services, Office of the Secretary of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.

Responsibilities

Supervises a professional staff of social science analysts, program analysts, economists, clinical psychologists, and public health analysts focused on the development, assessment, evaluation, and implementation of HHS behavioral health and intellectual disabilities programs and policies.

Plans, conducts, and oversees the analysis of a range of policies and programmatic activities related to behavioral health and intellectual disabilities, including the setting of priorities and ensuring overall technical soundness and quality of related staff work.

Engages in a variety of quantitative and qualitative analytic efforts to determine the effects of a range of Administrative and Congressional initiatives pertaining to behavioral health and intellectual disabilities; integrates findings into the development and implementation of related proposals.

Provides leadership, coordination, and guidance to professional staff on policy analysis, policy research, and program evaluation pertaining to behavioral health and intellectual disabilities.

Carries out personnel management responsibilities including the assignment of day-to-day work, the identification of training needs, recommendations for hiring and promotion, and requests for other tools necessary to accomplishing the work of the division.

Develops and assists in the execution of the office's behavioral and intellectual disabilities policy research agenda in ways that are responsive to the priorities of the Deputy Assistant Secretary for Planning and Evaluation, Office of Disability, Aging and Long-Term Care Policy (DASPE/DALTCP), the Assistant Secretary for Planning and Evaluation (ASPE), and the Department.

Qualifications

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the Basic Requirements, you must meet the Specialized Experience requirement.

Specialized Experience, GS-0101-15: Have one year of specialized experience, equivalent to the GS-14 grade level in the Federal service providing leadership, expert advice, and guidance on the analysis of major policy issues pertaining to existing and proposed initiatives; policy and program coordination; program oversight and evaluation; and research and policy direction related to behavioral health policy, including mental health, serious mental illness, substance use disorders and other addictions.

Documenting experience:

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
