Summary

The South Texas Veterans Health Care System (STVHCS) is comprised of two inpatient campuses: the Audie L. Murphy Memorial VA Hospital in San Antonio and the Kerrville VA Hospital in Kerrville, Texas. The STVHCS serves one of the largest primary service areas in the nation, with 63 counties, and is part of the VA Heart of Texas Veterans Integrated Service Network (VISN 17), with offices located in Arlington, Texas. Providing a service to Veterans with a working staff of more than 3,100 employees, South Texas provides health care services for 93,000 Veterans. The STVHCS is a facility providing primary, secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine. It also supports a 90 bed Extended Care Therapy Center, a 30-bed Spinal Cord Injury Center, an eight-bed Bone Marrow Transplant Unit, and a Geriatric Research, Education and Clinical Center. Affiliated with the University of Texas Health Science Center at San Antonio, the system has an active ambulatory care program with numerous satellite outpatient clinics.

Responsibilities

The Deputy Associate Director for Patient Care Services/Deputy Nurse Executive (DADPCS/DNE) is a member of the executive management team at the South Texas Veterans Health Care System (STVHCS) in San Antonio, TX, and is the Service Chief for organized nursing services (greater than 1,300 full-time employees) and is the catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient - centered and organizational goals. The practice of the DADPCS/DNE is of an executive nature, comprised of complex leadership and administrative components, associate with critical health care issues and activities that influence the organization mission, health care outcomes, and policy. The DADPCS/DNE reports directly to Associate Director for Patient Care Services/Nurse Executive (ADPCS/NE). The incumbent directly supervises 12 staff members; 11 Chief Nurses and the service's Quality Assurance Registered Nurse.

The DADPCS/DNE assumes leadership and exercises oversight authority for nursing job descriptions, nursing care policies and procedures, nursing standards of patient care, standards of nursing practice, nursing staffing plans, and standards to measure, assess, and improve patient outcomes based upon evidenced based practices. She/he is directly responsible for ensuring that all nursing personnel are licensed, certified, and/or registered upon employment and thereafter. In collaboration with the ADPCS/NE, the incumbent has responsibility for ensuring that nurses perform their duties in a manner consistent with the scope of practice approved by their state board of nursing, regulatory agencies, and VHA policies. The DADPCS/DNE reviews and consults on all disciplinary action involving conduct and professional practice of nursing personnel. She/he maintains and promotes effective labor and management relations and participates in negotiation agreements as appropriate. She/he incorporates the principles and practices of performance improvement, system redesign, and continuous survey readiness at all levels within the organization.

The DADPCS/DNE acts on behalf of the ADPCS/NE in his/her absence and demonstrates oversight and decision-making authority for the additional five services (Social Work Service, Sterilization and Processing Service, Chaplain Service, Recreation Therapy Service, and Nutrition & Food Service).

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN

) or The Commission on Collegiate Nursing Education ( CCNE

). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: Certification as Nurse Executive, Nurse Executive-Advanced and/or board certification as Fellow of the American College of Healthcare Executives (FACHE).

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Moderate lifting and carrying (15-44 pounds) Straight pulling (4-6 hours), Pulling hand over hand (4-6 hours), Climbing use of legs and arms, both legs required, Near vision Correctable at 13 to 16 to Jaeger (1 to 4), reaching above shoulder, use of fingers and both hands, walking (4 hour), standing (2-7 hours), sitting (8 hours), climbing (2 hours), kneeling (2 hours), bending/Stooping (2 hours), Twisting (4-6 hours), Pulling/Pushing (4-6) hours, Simple Grasping 2-4 hours, ability to distinguish basic colors, hearing (aid permitted), mental and emotional stability. Vision: 20/40, correctable, can hear alarms, hearing aid permitted, Fine Manipulating (includes keyboarding) 1-5 hours per day.
