The VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, Oregon is seeking a Staff Psychologist for our Health Behavior Coordinator / Primary Care Mental Health Integration (PCMHI) Program under the Psychology Service Line. This position works closely with the physician team lead, nurse care manager and all teamlets to provide brief assessment and consultation/referral for veterans with psychosocial concerns covering the full spectrum of disorders, from subclinical distresses to serious mental health concerns.

The role of the Health Behavior Coordinator (HBC) as a content expert on health coaching, motivational interviewing (MI), patient self-management, and health behavior change is critical in addressing the main behavioral factors that contribute to preventable disease, specifically tobacco use, physical inactivity, poor diet, unhealthy alcohol use, and overweight or obesity. The HBC collaborates with Patient-Aligned Care Team (PACT) clinicians and members of the interdisciplinary team to provide training, clinician coaching, and consultation regarding health behavior change issues that are integral to the delivery of effective Health Promotion and Disease Prevention (HPDP) services and programs.

PCMHI functions as an extension of the PACT Team and serves as the access point to mental health. PCMHI offers brief assessment and consultation/referral for veterans with psychosocial concerns covering the full spectrum of disorders, from subclinical distresses to serious mental health concerns. Behavioral Health Consultants provide brief evidenced based treatment for; mild to moderate mental health concerns i.e. mild depression or anxiety, behavioral health concerns to include insomnia, treatment adherence, and pain management, and lifestyle concerns such as exercise, quitting tobacco, weight management, and reducing alcohol use. The PCMHI team works with Primary Care Providers for follow-up of Behavioral Health Medications prescriptions. Services are offered in an individual, group, and v-tel format. The work is comprised of providing clinical services consistent with accepted standards of ethical and professional mental health treatment.

Work Schedule: Monday thru Friday 8:00 am to 4:30 pm. Compressed Work Schedules may be available.

Planning, developing, adapting, implementing, and assessing efficacy of health behavior interventions for the promotion of health and to address health risk behaviors as part of disease prevention and chronic disease management (e.g., weight loss and management, tobacco use cessation, patient involvement in care and self-management, physical activity adoption, eating wisely, stress management, limiting unhealthy alcohol use);

Contributing in training in evidence-based strategies to effectively communicate with, motivate, coach, and support patients in being aware of relevant health behavior risks assisting patients in clarifying personal goals for health promotion and disease prevention programs, and developing individualized patient self-management plans;

Providing specific training and consultation to facilitate the integration of effective health coaching (i.e., healthy lifestyle coaching to support patient self-management);

Performing specialty health psychology assessment and intervention (e.g., pre-bariatric surgery, MOVE! patients with particular behavioral issues, patients with unique or complex problems impacting their HPDP self-management plans);

Providing consultation and training to enhance, maintain, and support the promotion of health and prevention of disease and enhancement of patient self-management of chronic disease (e.g., diabetes, COPD)

Developing and/or making available education and training programs to ensure that culturally competent care is provided;

Providing a full range of diagnostic and evaluation services appropriate to the primary care setting, especially in the areas of general psychological evaluation of emotional and behavioral problems and suicide assessment;

Providing a full range of psychological interventions consistent with training and expertise, with special emphasis on brief and evidenced-based interventions found to be effective in primary care settings;

Developing, implementing, and documenting the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders;

Providing consultation services to support PCP decision-making, building on PCP interventions and improving PCP-patient working relationships;

Providing interventions with a focus on allowing patients to remain with their Primary Care Provider (PCP) for the full range of their health care needs to the extent that this is clinically appropriate;

GS-0180 Psychology occupational series

Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with section A, chapter 3, paragraph 3g, this part.)

Education. In order to qualify at any grade level in the GS-0180 Psychologist occupational series, one must meet the following educational qualification: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term specialty area refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship.OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.]

Internships. In addition to the education requirement, applicants must meet one of the following GS-0180 Psychologist internship qualification: (4) Internships (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.

Licensure and Registration. The GS-0180 Psychologist occupational series has the following licensure requirements. Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist at the GS-11 or GS-12 grade under the authority of 38 U.S.C. § 7405 (a)(1)(D) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.

Physical Requirements. See VA Directive and Handbook 5019.

English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

PCMHI Staff Psychologist Preferred Experience: The following position specific experience is preferred for this position: Preferred Experience: Demonstrate having worked in a comparable setting for 4 years treating a population similar in complexity or have recently completed a VA Postdoc in a PCMHI Clinic or completed a Postdoc in the VA in a PCMHI clinic and have been working within a comparable setting within the last year. Experience: brief assessment with provisional diagnoses, treatment planning, crisis management, and brief intervention.



Experience. In addition to the basic occupational series requirements, candidates for the GS-0180-13 Staff Psychologist must possess at least two years of experience as a professional psychologist, with at least one year equivalent to the GS-0180-12 level.

Demonstrated KSAs. Psychologists must demonstrate the following KSAs to qualify for the GS-0180-13: 1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations; 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health; 3. Knowledge of clinical research literature.


Experience. In addition to the basic occupational series requirements, candidates for this GS-0180-12 developmental Staff Psychologist must possess at least one year of experience as a professional psychologist equivalent to the GS-0180-11 level. Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-0180-11 grade level.

Demonstrated KSAs. Psychologists must demonstrate the following KSAs to qualify for the GS-0180-12: Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations; Ability to design and implement effective treatment strategies; Ability to incorporate new clinical procedures; Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties); Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration.


Experience. There are no requirements beyond the basic psychologist occupational requirements listed above for the entry level GS-0180-11 Staff Psychologist. Psychologists who are not licensed must practice under close supervision of a licensed psychologist

Post-Doctoral Degree Fellowships. Postdoctoral fellowships or residencies are training programs in an advanced area of clinical practice. Training as a fellow or resident is considered to be creditable experience on a year-for-year basis.
