You will serve as point of contact and expert technical advisor to the Regional Office and park management throughout the Intermountain Region in Employee Relations issues to include: misconduct/disciplinary actions; employee complaints; performance issues; medical situations; or reasonable accommodations. Receives, reviews, provides technical advice, and writes various documents on a variety of topics related to employee relations which includes: preparing proposals for and decisions on disciplinary and adverse actions; assisting supervisors in preparation of employee performance plans for failed or minimally successful performance and decision documents related to performance issues; working on grievances and appeals before third parties such as MSPB and EEOC; preparing requests for medical documentation and responses to request for accommodation due to medical situations; develops and presents employee relations training and orientation to supervisors and managers as requested.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Using employee relations concepts, policies and regulations to serve as a consultant to management; serving as an adviser to management in the areas of performance management, administrative grievance and equal opportunity; writing and/or reviewing proposal actions, decision letters, performance improvement plans or other documentation, providing advice and assistance to solicitors in the technical aspects of personnel administration during formal hearings or appeals. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work is sedentary; however, some walking and standing will be required. You will also travel to locations within the region and the central office as needed.
Working Conditions: The work is performed in an office setting.
AREA/HOUSING INFORMATION: The South Rim of Grand Canyon National Park is located in Northwest Arizona, approximately 60 miles north of Williams and 85 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 85 degrees in the summer to 17 degrees in the winter. Grand Canyon Village has schools K-12, a daycare center, post office, general store, banking facilities, churches, a recreation center, a clinic with resident physicians and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. Park Housing may be available.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
