Summary

The selectee for this position will serve as a Facility Operations Specialist in the Facilities Management Division of NAVFAC ENGINEERING CMD MID-ATLANTIC located in Colts Neck, NJ. The incumbent serves equally as the Asbestos Program Manager and a Facilities Management Specialist for the assigned Public Works Department.

The salary range for this position at the GS-11 grade level is: $70,111.00 - $91,147.00, including a 32.13 % locality pay rate.

The salary range for this position at the GS-12 grade level is: $84,035.00 - $109,245.00, including a 32.13 % locality pay rate.

The successful selectee will perform the following duties:

Advise on the repair and maintenance of facility projects by applying standard building construction techniques.

Participate in design meetings, pre-construction meetings, or project review meetings to brief management and customers on project status.

Review new or changed laws or regulations affecting operations for implementation within an organization.

Develop and direct program resources, cost estimates, equipment, and facility specific needs for an organization.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

This is a regional command and the incumbent serving in this position may at any time be assigned to a similar position at any site or workstation within the commuting area as a condition of employment.

The incumbent may be required to work overtime, and call back and emergency overtime are regular requirements of this position.

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service performing duties such as: 1) Reviewing all projects for assigned facilities for scope, complexity and design, insuring all data is recorded using corporate data management systems (i.e. MAXIMO); 2) Performing facility inspections and applying knowledge of all trades and structures to assess and record repair/replacement requirements and estimates into data management system and; 3) Maintaining federal level accreditation as an asbestos inspector, asbestos management planner, asbestos contractor/supervisor and asbestos project designer. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field - Facilities Engineering - at Level II. This is a Key/Emergency-Essential position. Work may require up to 25% travel and occasional overnight travel away from the normal duty station. Travel includes other NAVFAC installations or other sites. Travel by military and commercial aircraft may be required. Incumbent must be able to obtain and maintain in good standing a government issued travel card for official government travel purposes.

Incumbent will be expected to obtain and maintain the following federal asbestos accreditations; Inspector, Management Planner, Contractor/Supervisor, and Project Designer. Obtaining and maintaining these accreditations will require both initial and annual refresher course work. Initial accreditation is required within 18 months of employment.

This position requires incumbent to pass a physical upon hire and annually thereafter. Position requires incumbent to wear a respirator.

Work is mostly sedentary, however regular and recurring field work is required to visit customer facilities and also to evaluate asbestos projects. Operations to include driving, walking, kneeling, crouching, sitting, bending, climbing, and carrying up to 40 pounds of minor field tools such as sampling equipment, ladder and personal protective equipment (PPE).

Work is performed primarily in an office setting; however, will be required to work inside and outside in an environment that may be hot, humid, dusty, cold, damp, drafty, or poorly lighted. Exposed to normal hazards associated with construction work, industrial operations and prevailing weather conditions. Incumbent is required to wear appropriate personal protective equipment; this may include a hard hat, steel-toed shoes, protective goggles, respirators, and protective clothing. Respirator and medical surveillance are required for bulk material sampling as an accredited asbestos inspector and on-site asbestos project surveillance work. Employee will be enrolled in the asbestos medical surveillance program administered by BUMED, and will be included in the respirator certification program maintained by NAVFAC PWD Site Safety Manager. These requirements include a yearly medical exam and may require the incumbent to be clean shaven for proper respirator fit.
