Summary

The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Monday through Friday, 8:00 a.m.-4:30 p.m.

Responsibilities

The duties and responsibilities of this position require that the incumbent be trained to work in all areas of Human Resources. The training encompasses the entire spectrum of Human Resources Management functions to include classification, pay, staffing, benefits, employee development, performance management, employee relations and labor relations. The incumbent provides services for a variety of employee categories that involve different systems with different statutory and regulatory authorities. Examples of employee categories include General Schedule, Federal Wage System, Title 38 and Hybrid Title 38. Work is accomplished under the guidance of a senior HR Specialist and the preceptor in analyzing, laws, regulations, policies, and/or guidance in the various functional areas of Human Resources.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on education and/or experience as described below:

GS5 level

General Experience:

You must have three years of general experience of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively orally and in writing. OR,

Education:

Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours or superior academic achievement. Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

Combination:

Applicants may also combine education and experience to qualify at this level. NOTE:

to compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. The following is an example of how education and experience may be combined (example only and not all-inclusive). The position to be filled is a Human Resources Specialist, GS-0201-5. An applicant has 2 years of general experience and 45 semester hours of college that included 9 semester hours in related course work as described in the individual occupational requirements. The applicant meets 67 percent of the required experience and 38 percent of the required education. Therefore, the applicant exceeds 100 percent of the total requirement and is qualified for the position. **(TRANSCRIPTS REQUIRED)

GS7 level**

Specialized Experience:

You must have one year of specialized experience within a healthcare environment or an environment which has equipped you with the particular knowledge, skills, and abilities necessary to do the work of this position and is equivalent to the next lower grade (GS-5) in Federal service. Specialized experience includes typically include, but are not limited to: experience in one or more of the major functional specializations (labor and employee relations, classification, recruitment and placement, training and development). Experience may have been gained as a management analyst, administrative assistant, budget analyst, EEO investigator. or training instructor. OR,

Education:

Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have one full year of graduate level education or superior academic achievement. Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (TRANSCRIPTS REQUIRED).

Physical Requirements:

The position is primarily sedentary and the incumbent will sit at a desk in an office environment, using a personal computer. There may be occasions when some standing, stooping, lifting and carrying light (15 lbs or less) items are required. Walking from the Human Resources Building to the medical center may be required several times a day.
