Summary

This position is located in the Department of Labor, Bureau of International Labor Affairs (ILAB) within the Office of Trade and Labor Affairs located in Washington, DC. The mission of ILAB is to carry out the full scope of the Department's strategic goals; developing Departmental policy, programs, and research relating to international labor activities; and coordinating Departmental international activities that include other U.S. Federal agencies, intergovernmental organizations and non-governmental organizations.

This position has promotion potential to the GS-13. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

Responsibilities

Major duties for this position include but are not limited to the following:

Develops and maintains an understanding of the impact of international trade, economic policy, development finance, international development, and/or livelihoods policies on U. S. workers, U. S. Government (USG) policy priorities, and DOL/ILAB policy interests.

Monitors trade partner countries' compliance with labor provisions of trade agreements and other U.S. trade policy.

Prepares analyses of trade partner countries' compliance with labor provisions of these agreements and policies.

Develops and provides policy advice on labor issues in countries of importance to the U. S.

Develops and prepares in-depth analysis of assigned issues at national, regional, and global levels to provide inputs for reports and other research projects as well as for the development of policies and programs.

Formulates negotiating objectives and/or positions, including coordinating and developing official strategies, positions, and plans on assigned areas of work.

Drafts and/or reviews engagement plans, remediation plans, actions plans, project documents, work plans, and other documents that lay out such strategies and plans.

Provides constructive, timely feedback and works with stakeholders and implementers to ensure completion of intended objectives.

Qualifications

Basic Requirement:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

OR

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Specialized Experience Requirement

To qualify at the GS-11 level – Applicants must possess 52 weeks of specialized experience equivalent to the GS-09 grade level in the federal service. Specialized experience is experience conducting research on worker rights; conducting in-depth analysis of issues related to international labor standards or other international policies/law; and contributing to policy recommendations.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

A combination of education and experience.

To qualify at the GS-12 level – Applicants must possess 52 weeks of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is experience conducting research on worker rights; conducting monitoring and/or analysis of company or country’s policies or practices for compliance with international labor standards; and formulating policy recommendations.

To qualify at the GS-13 level -- Applicants must possess 52 weeks of specialized experience equivalent to the GS-12 grade level in the federal service. Specialized experience is experience conducting research on worker rights; conducting monitoring and/or analysis of specific company or country's policies or practices for compliance with international labor standards; making policy recommendations; and providing in-depth analysis and policy advice on labor and trade issues.
