*MANAGEMENT AND PROGRAM ANALYST
DO?
*As a Management and Program Analyst, at this level, you will serve in the role of a Senior Advisor and Executive Assistant to the Director of Worklife, Benefits and Performance on matters and/or issues related directly to the Human Resources function. You will be responsible for general management and executive direction within the program and functional areas of the WBP Division. You will be responsible for high level, cross functional projects, often of a confidential nature. These projects may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordination efforts and activities across organizational lines, including the Department of Treasury, Office of the Commissioner/Deputy Commissioner, other Operating Divisions, and functional organizations.

Responsibilities
As a Management and Program Analyst, you will:
Implement the IRS Human Capital Officer and Deputy’s priorities and program objectives including administrative and management decisions and assure accomplishment of the desired result.
Negotiate on policy matters mainly involving issues with multi-organizational, functional and operational areas and assure understanding and consideration of the HCO Division policies and views.
Represent the HCO Division in contacts with Department of the Treasury and IRS officials, representatives of other agencies and non-government organizations, and various committees and task forces as needed. When delegated authority, commit programs and functions under the purview of the HCO Division to a particular course of action.
Independently or as a leader of an ad hoc group, undertake special studies and investigations and analyze technical, operational and administrative problems, which exist or may arise in one or more offices or programs.
Provide leadership to special project activities. This includes overseeing, guiding and coordinating project planning, development, and implementation.

Qualifications
You must meet the following requirements by the closing date of this announcement.
GS-15 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: demonstrating the use and interpretation of relevant Human Resources Management laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems. Mastery of business operating division, and/or human resource programs, and of the interrelationships among these programs (e.g., labor relations, performance management, strategic workforce planning & talent acquisition, employee development, employee engagement, HC Service Delivery Strategy, Knowledge Management) to research problems and issues. Experience working with operations, organizations and procedures sufficient to determine appropriate action to take and communicate verbally and in writing and applying your expertise for the audience targeted. Demonstrating communication techniques verbally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service.
The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
