The primary purpose of this position is to provide financial expertise across a wide range of budgetary, cost accounting, and finance functions required to support several highly classified DEPSECDEF directed programs which directly support the National Defense Strategy of the United States of America.

Conducts cost and budget analysis studies to evaluate and determine total requirements for formulating, justifying, and defending the resources required for the management of multiple Program Elements on multi-year/multi-appropriated funds.

Provides financial advisory services to the Chief and Deputy Chief of Financial Management, program

managers, and other government representatives.

Oversees the total budget program for major national substantive programs and projects. These programs consist of

multi-agency DoD, non-DoD, and international programs.

Perform the collection, consolidation, and reporting of resource information to satisfy Congressional, DoD, or

Service direction.

Travel Required

SPECIALIZED EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower broadband (NH-2), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience must include conducting cost and budget analysis studies to evaluate program requirements; providing financial advisory services to program managers, and other government representatives; and assisting with the development of acquisition strategies and executing all phases of the planning, programming, budget, and execution process.

****KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts including the federal budget process and the DoD planning, programming, budgeting, and execution system.

2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to major development programs.

3. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization.

4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBT, amortization, depreciation, and pro-rating revenues and cost among customers) to analyze and evaluate the effects of changes in program plans and funding.

5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.

6. Ability to establish effective professional working relationships with management, program managers, coworkers and customers, contributing to a cooperative work environment and successful accomplishment of the mission.
