DSCA IM&T's mission is to support the worldwide security cooperation community by maintaining, developing, and enhancing both Department of Defense (DoD) tri-service security cooperation software applications and single service security cooperation software applications.
The Directorate of Information Management & Technology (IM&T) manages a portfolio of IT mission systems and services to efficiently enable the DSCA mission for the Security Cooperation (SC) community as outlined in the DSCA Vision 2020 document. IM&T is working towards integrating the SC community with streamlined mission systems and information sharing practices to provide a near real-time view of enterprise community activities, to facilitate organizational learning, to enable strategic decision making, and efficiently allocate IT resources to successfully support the mission.
IM&T's organizational structure is aligned by function and highlights IM&T services such as customer and requirements management, portfolio management, application development and support, help desk support, and partner relationship management. IM&T introduced its new organizational structure in 2016, showing a commitment to modernizing their approach, which is critical to improving support for the DSCA mission. By redefining IT roles and aligning them with strategic drivers, IM&T will better understand customer and partner priorities, identify gaps in customer requirements, and plan resources effectively.
IM&T is comprised of the Information Technology Policy and Planning Division (IT/PPD), Business Services Division (BSD), and Enterprise Application Development and Support Division (EADSD).

As a Lead IT Specialist (APPSW) at the GS-2210-13 some of your typical work assignments may include:
Manages the work flow and the assignment of work to the reports team and will insure the quality of all completed tasks.
Evaluates and assures test results and recommends corrective actions when needed.
Analyzes functional and technical changes and determine impact on assigned work units.
Knowledge and hands-on experience in developing reports using Cognos and reporting tools as well as able to provide administration support on these tools.
Provides input to the supervisor in the areas of team member's performance, training, and advancement.
Strong experience in developing Oracle SQL and database development.
Strong knowledge of PL/SQL and Oracle database performance tuning.
Develops and prepares structured test and implementation plans for assigned tasks.
Researches and evaluates software tools and providing management with recommendations.
Works with other teams in providing production support assistance to resolve emergent issues.
Occasional travel - You may be expected to travel for this position.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For GS-13: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of an Lead Information Technology Specialist (APPSW) at the GS-13 grade level. This experience must have been equivalent to GS-12 grade level in Federal service. .
Specialized experience at this level is demonstrated by the following: Team management in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product; ; technical analysis and guidance to conduct research on specific regulations, standards, and policies governing topics such as information assurance and technical compliance requirements in order to advise/brief management and staff on system design, IT requirement and related technical issues; software development, maintenance, and testing in order to analyze requirements identified in documents from an analyst team/s to determine the technical feasibility and development approach based on the defined requirements and development standards and to thoroughly research data conditions related to functional requirements to determine an efficient, accurate coding approach for navigating frequently complex business data; cross team/organization coordination to include conducts meetings, provides briefings, participates in design walkthroughs and in work groups.
