The Pinedale Field Office manages 912,000 acres of federal surface/federal minerals and almost 300,000 acres of private surface/federal minerals. Major uses of the public lands involve oil and gas activity, recreation and livestock grazing.

Physical Demands: Occasional field work will require travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment.
Work Environment: Most work is performed in an office setting. However, field work will involve exposure to a range of climatic conditions including wind, precipitation, and extreme temperatures.

You will be responsible for analyzing, reviewing and promoting the use of more complex drilling rigs and drilling techniques and technology including automated drilling systems, circulating fluid type and handling directional and horizontal well bores to limit environmental disruption. You will perform technical review and make recommendations for approval of all down-hole operations. You will review applications for permit to drill (APDs) for completeness and accuracy. You will provide professional review of Sundry Notice applications or oil and gas operations. You will provide technical expertise and support to staff members concerning oil and gas inspection and enforcement issues.
Occasional travel - Occasional overnight travel may be required.

You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
This position has a positive education requirement which requires that you have a degree in professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
You may also meet the basic requirement with a combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Current professional registration as a Petroleum Engineer in any U.S. state, D.C., Guam, or Puerto Rico.
Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration.
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above.
Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled.
To qualify for the GS-12 level, in addition to meeting the basic education requirements, applicants must have: One (1) year of specialized experience equivalent to the next lower grade in the Federal Service (GS-11); OR have completed two (2) years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR an equivalent combination of education and experience. Specialized experience for the GS-12 is defined as: 1. Lease suspension experience involving multiple or complex criteria as justification(s) for suspension. 2. Complex comingling request review experience and subsequent Sundry Notice review. 3. Well drilling priority-rating experience involving multi-well pads with Master Drilling Plans (MDPs). 4. AFMSS 2 experience involving all aspects of engineering and geologic review of APDs. 5. Extensive experience working with operators to resolve issues encountered during drilling activities.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
