The incumbent functions as an interdisciplinary team member, assisting physicians and other professional/non-professional personnel in a rehabilitation treatment program.

Responsibilities
The major duties and responsibilities include, but are not limited to:
Peer Specialist performs a variety of therapeutic and supportive tasks that include assisting their peers in articulating their goals for recovery, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, modeling effective coping techniques and self- help strategies based on their own recovery experience, and supporting them in advocating for themselves to obtain effective services.
Functions as a role model, exhibiting competency in personal recovery and use of coping skills.
Serves as a consumer advocate.
Provides consumer information and peer support for veterans in outpatient and inpatient settings.
Must have the ability to assist others in treatment based on the principles of recovery and resiliency. By inspiring the hope that recovery and resiliency are achievable goals.
Assist others who are diagnosed with mental illness or co-occurring disorders to achieve their personal recovery goals by promoting self-determination, personal responsibility, and the empowerment inherent in self-directed recovery.
Performs a wide range of tasks to assist peers of all ages, from young adult to old age, in regaining independence within the community and mastery over their own recovery process.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements 60 days of the closing date of this announcement, 08/24/2018.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-06 position you must have served 52 weeks at the GS-05 level. For GS-07 positions you must have served 52 weeks at the GS-06 level. For GS-08 positions you must have served 52 weeks at the GS-07 level. For GS-09 positions you must have served 52 weeks at the GS-08 level. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serve as a recovery agent; orients veterans new to the programs; work with veterans to develop and implement a personal recovery plan; assist veterans to articulate personal goals for recovery; observe behaviors that might indicate difficulty adapting or responding to treatment; use individual and group sessions to teach veterans how to identify and combat negative self-talk; OR,
* Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Graduate education or a post-bachelor's degree internship meets the specialized experience required for GS-6/9 only in those instances where it is DIRECTLY related to the work of the position. If substituting education for experience, a copy of transcripts must be submitted at time of application. Conferral of degree(s) must be stated on transcript(s). Unofficial transcripts(s) are acceptable. GS-06: Six (6) months of graduate education or a 1-year post-bachelor's degree internship. GS-07: One full year of graduate education. GS-08: One and one/half years of graduate education. GS-09: Two full years of graduate education or a master's degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR,

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
You will be rated on the following Competencies for this position:
Competency 1 - Knowledge of the signs and symptoms of mental illness and ability to assist in addressing symptoms.
Competency 2 - Knowledge of common therapeutic practices and ability to use a wide range of methods and tools for treatment.
Competency 3 - Ability to establish and maintain effective person-to-person relationships with a variety of people.
Competency 4 - Ability to utilize community resources to teach living skills.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
Moderate lifting (15-44 pounds), Pulling hand over hand (2hrs), Pushing (up to 75lbs), Use of fingers, Walking (1 hour), Standing (1 hour), Repeated bending (1 hour), Climbing, use of legs and arms (one leg or foot may be compensated by prosthesis), Ability for rapid mental and muscular coordination simultaneously, Near vision correctable at 13 to 16 to Jaeger 1 to 4, Far vision correctable in one eye to 20/50 and to 20/100 in the other, Hearing (aid permitted). Typically the incumbent will sit to do the work. However, there may be some walking, standing bending, carrying of light items (books, papers, etc.) accessing transportation, and or driving a vehicles. The Work requires patience and control of emotions.
