At the GS-5 level: Qualifying experience for the GS-5 level includes one (1) year of specialized experience equivalent to the GS-4 level.

Specialized experience includes: Reviewing Requests for Personnel Action (RPAs) for accuracy and completeness and obtaining additional information, if necessary; utilizing word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; producing correspondence, memoranda, directives, forms reports; creating or maintaining spreadsheets or databases, etc.; and processing a number of routine personnel actions using an automated personnel processing system.


Four years of education above the high school level or a combination of experience (less than 1 year of specialized experience as described above) and post high school education beyond the second year which combined meet the education and experience requirements or combination of education and experience.

At the GS-6 level: Qualifying experience for the GS-6 level includes one (1) year of specialized experience equivalent to the GS-5 level.

Specialized experience includes: Assisting customers to resolve pay and personnel issues and/or inquiries; applying human resources laws, regulations, policies and procedures; processing a wide variety of routine personnel/pay actions; advising and responding to customers/employees concerning a number or pay/personnel processing issues and inquiries; and assisting in preparation of new hire documents, packages and forms and utilizing word processing software and printing devices to produce a variety of standardized documents such as letters and reports.

COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet the total qualification requirements for GS-5 only. The total of the 2 percentages must equal at least 100%. Generally, one full academic year of study is equivalent to 30 semester hours or 45 quarter hours or 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the required experience. Once you have met this aspect of the requirement (i.e., 60 semester hours), then each additional 30 semester hours may be converted to 6 months of the required experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.


This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. , you must submit proof of eligibility. At a minimum to confirm eligibility for purposes of appointment based on relocation under these provisions a spouse of a service member must provide a copy of the marriage certificate or other documentation verifying marriage and a copy of the military PCS orders assigning the service member to a certain post. The PCS orders must state the member's spouse was authorized on the military orders. Proof of eligibility based on disability and deaths resulting from active duty service is outlined here.

8. OPM must authorize employment offers for former or current Political Appointees.
