Duties may include but are not limited to:

-Serves as primary staff advisor and management consultant on ER/LR for the VISN. Formulates, implements Network-level policy and oversees VISN functions.

-Provides technical advice on propriety of statutory, regulatory and procedural requirements. Advises Executive Leadership in the resolution of administrative grievances, post separation reviews, Congressional, OIG, OSC, EEO, MSPB and department level complaints.

-Monitor and report on the status and progress of work, checking on work in progress and review completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.

-Generate statistical reports and follow up with appropriate individuals to ensure corrections and/or compliance is obtained.

-Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.

-Represents VISN 15 executive leadership as the authoritative spokesperson in dealing with individuals, groups, unions and supervisors.

-Conducts on-going internal audits and prepare for program evaluations (i.e. VHA CARDS, VACO O&E, etc.).

-Responds to requests for field advisory assistance and personally addressing the most complex issues.

-Review and interpret draft regulations, standards and/or other guides for impact on ER/LR program.

-Manage and maintain full visibility over all ER/LR actions from beginning to completion, and provide advice/assistance in all stages of the process.

-Provides managers and employees with information and interpretations of HR policies, procedures and guidelines.

-Issue guidance to clarify conflicting guidance or alleviate other potential or existing problems.

-Train or arrange for training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects.

-Conducts, and/or participate, as a key member on special projects or studies to improve overall technical performance.

-Identify trends during quality assurance activities to recommend and provide appropriate training, process improvement and/or solutions.

-Reviews requests and submits justification for those ER/LR actions requiring approval by VHA, VA or higher authority.

-Leads negotiating proceedings for national demands to bargain and mid-term bargaining.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of advanced employee and labor relations concepts and practices, as well as seasoned consultative skills sufficient to participate as a senior consultant to HR management and field activities, Ability to perform complex analyses that are complicated by major areas of uncertainty in the appropriate approach, methodology, or interpretation because of continuous legislative and program changes, technological developments, or conflicting requirements, Analytical skill to plan and direct the conduct of extremely broad and complex studies to resolve chronic employee and labor relations issues, problems and conflicts, Skilled in analyzing and solving particularly complex and sensitive problems and issues, such as those involving apparently

conflicting laws or other requirements and those involving vague and untested areas of case law, where policy decisions and case strategy guidance have impact throughout the network .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and visits to activity work sites. Use of automobile and public conveyances may be required. Work will also require travel to and attendance at meetings away from the worksite.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
