Summary

The position is located in the Engineering and Project Development Division, Office of Program Delivery, Office of Railroad Policy and Development (RPD), Federal Railroad Administration (FRA), Washington, DC. You will provide expert advice and analytical assistance to the RPD, FRA, and the Department of Transportation. Under the supervision and general administrative direction of the Division Chief, you will provide engineering services, program management and technical guidance in matters concerning the implementation of passenger and freight rail projects. This position is also responsible for managing and promoting assigned station improvement programs within the State, or as a shared resource in multiple states and Amtrak.

The ideal candidate is a mid-level professional who has experience in railway engineering, capital program management, cost estimation, and providing technical guidance in matters concerning the implementation of passenger and freight rail projects. He/She should have strong analytical and communication skills, knowledge in the area of freight and intercity passenger rail transportation, and experience working on multi-disciplinary teams.

This position is eligible for ad hoc telework or full-time telework (on a supervisor approved basis) in accordance with FRA’s Telework Policy (FRA Order 2600.3b) and implementation plans.

Responsibilities

At the full performance level, the General Engineer will:

Review and comment on railway engineering documentation detailing project scope, schedule and budgets; including analysis of engineering reports and design drawings for railroad track, structures, signals, stations, and vehicles.

Apply engineering judgment and principles; project management and administrative skills; to infrastructure projects, engineering studies, operations, and oversight of projects funded by grants or loans.

Participate on one or more multi-disciplinary teams of technical experts responsible for providing technical assistance, technical reviews, monitoring, evaluations, and approvals.

Validate infrastructure operations planning, capacity simulation, and technical evaluation of railroad environmental studies and projects.

Conduct review and oversight of railroad capital planning and implementation projects, including state-of-good repair, capacity improvement, and service enhancement projects. Participate in progress reviews, site visits, and interfacing with oversight contractors.

Assist in the development of standards, tools, and policies to ensure effective project delivery and program risk management.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.

MANDATORY EDUCATION REQUIREMENTS:

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).

Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.

SPECIALIZED EXPERIENCE REQUIREMENTS:

FOR THE GS-12, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-11, which includes the following:

Experience applying engineering principles and practices as they relate to project development, standards and procedures in the transportation industry.

Experience providing advice and guidance in various internal and external meetings, conferences or training sessions on issues related to transportation project development.

FOR THE GS-13, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-12, which includes the following:

Experience providing program and/or project management oversight and monitoring of transportation programs.

Experience providing review or technical guidance to support the implementation of capital projects, such as project management, environmental review, design review or construction.

FOR THE GS-14, to qualify, you must have at least one year of specialized experience equal or equivalent to the GS-13, which includes the following:

Experience applying the principles and procedures of railroad engineering for passenger or freight rail projects.

Experience in conducting oversight and management of freight or passenger rail projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SENIORITY RIGHTS - LEAVES OF ABSENCE - RE-EMPLOYMENT RIGHTS: The FRA has determined that seniority rights, leaves of absence, and reemployment rights from prior railroad employment generally constitute an actual or an appearance of a conflict of interest. New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest. If new employees are permitted to retain such rights, which is generally the case for Railroad Safety positions, the rights must be divested at the end of the one year probationary period which begins with the date of appointment. Divestiture is a requisite to continued employment with the Federal Railroad Administration. No waivers will be granted of the divestiture requirement. Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited. If selected, you will be subject to the Standards of Ethical Conduct applicable to all executive branch employees. Selectees will be required to complete a new entrant confidential financial disclosure report (Office of Government Ethics Form 450) within 30 days of hire (except if hired between Nov.15 and Dec. 31). Thereafter, selectees will be required to annually file a confidential financial disclosure report by Feb. 15 of each year, pursuant to instructions issued in early January.
