This position is located in the Facility Management Branch, Northern Navajo Medical Center, Shiprock, New Mexico. The purpose of this position is to exercise overall supervisory responsibilities for the planning, development, organization, integration and evaluation of design and engineering services, clinic and quarters maintenance and repair, Biomedical Engineering services, and security management activities for the facility and surrounding environmental areas.

Responsible for timely performance, quantity and qualify of subordinate work; develop long and short term work plans; formulate and implement over Facility Management Program plan; determine staff and resources necessary and make adjustments; establish and approve overall work schedules; develop and implement program plan and procedures; prepare and participate in the Service Unit Facilities Engineering Program Plan (FEPP) Phases I/II work plan; provide information and advice to staff and high-level supervision on organization's budget estimates, changes in techniques and standards; provides management with recommendations on feasibility of alterations, modifications and/or new construction; responsible for conducting periodic facility inspections; review design drawings and specifications submitted by engineering, architects, OES and contractors; serve as the Contracting Officer's Technical Representative (COTR) for various construction projects; develop and implement plans, coordinate activities and evaluate and assist in achieving compliance with The Joint Commission (TJC) and Center for Medicare & Medicaid Services (CMS), Conditions of Participation related to Environment of Care (EC) Standards.
Program Management Administration:
Provide management with advice and recommendations in the selection and installation of specialized and sophisticated equipment and systems; provide guidance and make recommendations for new and replacement equipment and systems and advice as to the practicality of incorporation into complex medical systems; serve as principal technical advisor to management staff on facility engineering requirements; responsible for the development and implementation of energy of other natural resource conservation techniques, including energy conservation projects and operating techniques; formulate and maintain annual work plans which include cost estimates; responsible for coordinating the design and construction of any new remodeling or construction within the facility.
Supervisory & Management Authority:
Exercise full supervisory responsibilities for planning, organizing, reviewing, evaluating and implementing all duties performed by the Facility Management Branch; set work performance standards and evaluate performance; approve/disapprove requests for leave; interview candidates for positions; recommend recognition for awards, promotions, and resolve informal complaints; effect minor disciplinary measures.

Degree: Professional engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
I have at least one year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service as described in the vacancy announcement. Examples include: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience overseeing a diverse workforce including developing goals and objectives of a facility management program; preparing policies, procedures and guidelines for implementing preventive and operations maintenance. Experience in serving as project manager for sustainability activities and reviewing architectural and engineering drawings for new building construction. Experience in performing administrative activities to effectively conduct a facilities management program.
