Responsibilities

The position is located in the Desert Southwest Region (DSW) Engineering and Construction Office. The incumbent will report to the Engineering and Construction Manager. The primary responsibility of the incumbent will be to develop, implement, and manage a realty program that supports the construction activities of the region. Under minimal supervision, the incumbent will directly work towards the acquisition and management of real property needed to construct and maintain all transmission, substation, communication, and office infrastructure. Other responsibilities related to property management and public outreach in support of maintenance activities will be required as needed.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Specialized Experience GS-11 Level: Experience in maintaining lands records and plat books, processing License Agreements and planning and zoning reviews, databases for mass mailings. Experience working with Title Companies to procure Title Insurance, deeds and other supporting documentation that may be required for acquisition of real estate.

Specialized Experience GS-12 Level: Experience negotiating with landowners for a variety of land and land rights and/or experience preparing contracts, analyzing land titles, and supporting documents to acquire land and land rights through fee or easement.

Negotiates complex land acquisition and land management transactions with landowners and/or their representatives.

Prepares and directs the coordination of real property documents including contracts, appraisal waivers, title clearance documents, damage claims.

Coordinates with other federal and state agencies right-of-way issues including access, vegetation, and transmission line related issues.

Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered well qualified you must meet all of the requirements as described in this section.
