The primary purpose of this position is to provide acquisition pricing support and services for major weapon systems, including related equipment anc communication systems.

Responsibilities

Provide a full range of pricing support and services for highly complex, high monetary value, long term acquisition for major weapon systems/subsystems, including high technology equipment systems, extensive technical services.

Monitors and takes the lead in implementing procing regulatory and policy guidance, including contracting negotiation under FAR 15, cost sharing, acquisition of commercial items under FAR 12 and other transactions.

Acts as the source of pricing expertise by providing advice and assistance on all aspects of pricing to technical and contracting specialist, Singel Mangers, Wing and Group Program Directors and higher management.

Interfaces with and provides expert pricing advice and consultation to lateral organizations, completes special task and projects and proactively serves as the liason on project teams at the Component, DoD or interagency level.

Servies as special advisor to acquisition strategy panels and source selections evaluation teams on boards, providing soud advice on all matters

Qualifications

Basic Requirement for GS-1102 CONTRACT PRICE/COST ANALYST:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management

OR

A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.

In addition to meeting the basic requirements, applicants must have specialized experience:

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level level. Specialized experience is experience in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of Government contracting laws, regulations, policies and procedures and familiarity with the practices of business and industry sufficient to develop strategies and provide guidance.

2.Must possess professional level competence in a variety of business analysis techniques such as cost/price analysis, cash flow and return on investment.

3. Analytical skill sufficient to evaluate audit reports, regulations and other relevant material as a basis for developing and implementing guides or procedures.

4. Skill in oral communications to prevent sensitive recommendations to higher authority, to promote effective acquisition teams and to represent the department or agency on process teams.

5. Skill in written material sufficient to develop and publish requisition guidance and other material.

6. Ability to use automation tools and techniques to support contracting operations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

The service member's military service dates are necessary in order to determine whether he or she meets the definition of veteran under 5 U.S.C. 2108(1). The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
