Summary

This position is part of the Defense Security Cooperation Agency, Defense Security Cooperation Agency IM/T. The incumbent will be responsible for:

Serves as a team leader for a group of reports programmers ranging in grade from GS-07 to GS-12 and is responsible for the technical direction of the team.

Manages the work flow and the assignment of work to the reports team and will insure the quality of all completed tasks.

Evaluates and assures test results to recommends corrective actions when needed.

Analyzes functional and technical changes and determine impact on assigned work units.

Knowledge and hands-on experience in developing reports using Cognos and other reporting tools as well as able to provide administration support on these tools.

Provides input to the supervisor in the areas of team member's performance, training, and advancement.

Strong experience in developing Oracle SQL and database development.

Strong knowledge of PL/SQL and Oracle database performance tuning.

Develops and prepares structured test and implementation plans for assigned tasks.

Researches and evaluates software tools and provides management with recommendations.

Works with other teams in providing production support assistance to resolve emergent issues.

Knowledge of Unix and Shell programming.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

You may qualify at the GS-GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

Developing reports using Cognos, Impromptu or other enterprise reporting tool.

Developing Oracle PL/SQL procedures.

Experience in technical analysis, software development, testing, performance tuning, programming, and data modeling.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
