Summary
The Logistics Division provides many different services for the various departments and employees of OCC. They are, Supply and Equipment Acquisition Support, Warehouse Operations, Shipping /Receiving, Safety, Security, Parking, Facility Management, COR oversight, Space Planning, and Ergonomic Support.
This position is in the Logistics Division of OCC and reports directly to the Supervisory Inventory Management Specialist.

Responsibilities
Major Duties Include (but are not limited to):
Plans, coordinates work, or advises on efforts to resolve Inventory, Requisitioning, or Material Management operating problems by motivating individuals or groups who are working toward mutual goals; Provides services that impact the promptness, efficiency, accuracy, and quality of work for all supported organizations; Communicates both orally and in writing for smooth coordination between supervisor, coworkers, and supported organizations; Provides consistent and timely completion of Purchasing, Material Management and Inventory Management duties for multiple organizations; Constantly monitors inventory status of line items and weigh all relevant factors when making decisions as to when, where, and how to order, store, and deliver items; Provides item management that is based on such factors as past demand, anticipated demand, and knowledge of market fluctuations, availability, and delivery requirements; Administers judgment in interpreting, adapting, and applying guidelines to specific cases and problems to include, analyzing the applicable guidelines and recommend changes (if needed); Ensures completed work is evaluated for technical soundness, appropriateness, and conformity to policy and requirements; and Maintains the ElL accounts for supported services of OCC, ARC, and DSO which involve extensive research to correct errors, determine their cause and bring accountability records in balance with CMR/EIL accounts.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2018.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience GS-7:
You must have one year of specialized experience equivalent to at least the next lower grade level (GS-6) in the normal line of progression for the occupation in the organization.
Examples of Specialized Experience includes (but not limited to):
1) Performs purchasing agent duties for all office supply line items managed and uses IFCAP and a Government credit card for processing orders
2) Makes procurements when assigned and ensures proper authorization is granted for said property before purchase is made
3) Accomplishes receiving duties for all equipment and supplies ordered
4) Maintains, updates, utilizes and distributes the Generic Inventory Package (GIP) for all consumable expendable use
5) Provides knowledge, understanding, and ability to use hardware and software programs such as IFCAP, VISTA, AEMS/MERS, Windows programs, and other computer systems utilized on a daily basis
6) Maintains sufficient levels of stock available to meet the fluctuating needs of all supported services
7) Follows required guidelines of the Federal Personal Property Management Regulations, the VA Directives/Handbooks, Federal and VA Acquisition Regulations and station policy

Note

Physical Requirements:
The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching; or similar activities. This level of physical demands occurs, for example, when employees are regularly assigned to activities such as tracing
misplaced items or conducting physical inventories in warehouses, depots, and other storage areas, or when they are regularly involved in stocking and retrieving items from shelves and cabinets.
Work Environment:
The work environment involves moderate risks or discomforts which require special safety precautions, such as working around moving warehouse equipment, carts, or machines. Employees may be required to use protective clothing or gear such as
masks, gowns, safety shoes, goggles, hearing protection, and gloves.

There is no educational substitution at this grade level.
