Employee serves as a Research Compliance Officer for the Human Research Protection Program (HRPP), of the Ralph H. Johnson VA Medical Center. The Research Compliance Officer (RCO) will coordinate research compliance and quality assurance activities, perform assessments, assist in training and credentialing of research staff, and review adherence to established research policies and procedures at the Ralph H. Johnson VA Medical Center (RHJ VAMC).

The RCO serves as the subject matter expert on research compliance for the medical center's research leadership team and all VA researchers to assure the protection of human subject research and the ethical conduct of research. The RCO directly reports to the Medical Center Director and works collaboratively with the ACOS/R and AO for Research in developing, implementing, maintaining and providing strategic direction and oversight of compliance and training activities for the RHJ VAMC Research Program.

The RCO provides guidance and counsel on incorporating compliance-related activities into the day-to-day operations of the Research Service. Additionally, the RCO provides support to the Privacy Officer for Freedom of Information Act (FOIA) requests and other assignments as needed.

Work Schedule: Full-time Employment; Monday thru Friday: 8:00am to 4:30pm. Overtime, including evenings, weekends and Federal Holidays, may be required.

Assists in developing policies, procedures and criteria for monitoring compliance and assisting researchers in meeting the requirements of the organization's research program through continuing evaluation and review.

Facilitates the implementation of and ongoing compliance with applicable federal, state and local guidelines by developing and evaluating policies and procedures in a thorough oversight process.

Provides feedback to the medical research committees the research administrative leadership team, and the medical center director; encompass four major areas of regulatory compliance relevant to all RHJ VAMC research programs: (1) Protection of Human Subjects in Research; (2) Protection of Animal Subjects in Research; (3) Biosafety; (4) Data Security.

Possess a broad knowledge of the interrelated federal and state laws and regulations governing each of these areas as well as comprehensive knowledge of VA administrative research policies, directives, and guidelines.

Responsible for a comprehensive, intensive triennial protocol audit of all human, animal and bench research to determine compliance with all applicable VA, federal, state, and local policies governing research. This includes review as to whether research personnel function within their scope of practice granted by the Institutional Review Board (IRB), the Institutional Animal Care and Use Committee (IACUC), the Research Service, and/or the Medical Center.

GS-12: Possess one year of specialized experience to at least the GS-11 level in the Federal service. The specialized experience for this position is: having extensive qualitative and quantitative knowledge and techniques for analyzing and measuring the compliance with research protocols; having extensive knowledge of the complex research standards and the code of Federal Regulations to determine if the research program is adhering to the standards to protect human and animal participants in research; preparing reports and analytics and delivering briefings to the organizational research committees; having knowledge of established management principles and practices in the scientific area as well as agency organizational structure and regulations to support the research programs; assisting with developing policies, procedures, and criteria for administration of the research compliance program and implementing data collection and auditing tools for clinical studies; applying and developing new methods, approaches, or procedures for the protection of research projects in clinical studies; coordinating the evaluation of medical/scientific programs and policies and recommend improvements in accordance with federal regulations which govern clinical research; communicating both oral and in writing, to make presentations, explain recommendations, interpret guidelines, representing the facility and assigned program areas, providing general guidance, advising program administrators, responding to inquiries, and preparing reports for both local and national review; working effectively and collaboratively with a diverse population of senior administrators and clinical researchers and staff on intricate compliance issues; and making decision or recommendations significantly changing, interpreting or developing policies and procedures of each research committee.


This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factor#1: Experience as a research compliance officer at a medical facility or large research facility that had research funding in excess of 20 million dollars and had greater than 100 investigators.

Selective Placement Factor#2: Experience as a research compliance officer at a medical facility or large research facility that deals with human and animal research, research safety, and has an affiliate.

Physical Requirements: The employee must be physically active and may require specific, but common, physical characteristics and abilities such as carry records, visit and evaluate research sites. The employee will also require to do extensive walking to and from different research facilities on campus.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
