This position is located in the Logistics (S-4) Section of a Brigade/Group/Troop Command of the Army National Guard (ARNG). Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. May serve as the organizational Property Book Officer responsible for routine accomplishment and oversight of property accountability functions in subordinate organizations. Supervisory duties are performed less than 25 percent of the work year..

A Logistics Management Specialist, GS-0346-11, Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for additional command level inspections in the area of logistics and maintenance. May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. Assures that all authorized non-expendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Accounts for funds used to requisition non-expendale property.May supervise and maintain property book accountability utilizing an automated system and related computer program to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinates annual supply reconciliations with the state level headquarters. Also coordinates the processing of backorder reconciliations and equipment status profiles. May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system. Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources. These may include operational funds such as secondary stock funds, office supply accounts, transportation funding, various classes of supply, etc. As the senior approving official for government purchase card program, provides oversight and guidance to subordinate organizations. Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level. Is the primary point of contact for the conduct of new material information briefings for the command. Acts as the command representative when developing memorandums of understanding/agreement for the introduction of new equipment. Plans and directs the issuance of the new equipment to the subordinate organizations based upon their impacts on organizational readiness reporting and mission execution. Coordinates with adjacent staff sections and higher level headquarters support elements for fielding and training requirements. Acts on behalf of the commander when attending logistical conference, meetings, or other forums in which information must be provided or decisions are required. Represents the National Guard and the Commander in the community. Coordinate logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, community support projects, natural disaster or civil disturbance planning, and the use of facilities for training. Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT: Minnesota National Army Guard Membership is required.

COMPATIBLE MILITARY ASSIGNMENT: OFF: BR 53A, 88A, 90A, 91A, 92A; WO: BR 91, 94; MOS 890A, 920A, 920B


Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.


GS-11 - Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.

REMARKS: No PCS available. Members with rank higher than identified in 'Key Requirements' are eligible to apply, but may be required to take a reduction should they be selected. The military grade of the supervisor must equal or exceed the grade of personnel supervised. Sensitivity Level 2.

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position.
