Services and Scope:
Developing the required products necessary to support Capabilities Development Integration Directorate - Mission Command's (CDID’s MC) publication of appropriate JCIDS products; supporting the integration of the MC with other Army Functional Concepts; supporting or participating in Campaign of Learning meetings and/or events; preparing technical input for Mission Command doctrine and related concepts; and preparing information and decision briefings.
This contract provides continuous analytical support services for the US Army Combined Arms Center Mission Command Center of Excellence Capabilities Development Integration Directorate (CAC-MC CoE CDID) Concept and Requirements Determination Division (CRD). We shall provide deliverables for the satisfactory completion of the Mission Command effort and its related areas, such as electronic warfare, information operations, personnel recovery, site exploitation, and airspace command and control. This will include multiple assessments being performed simultaneously to include all or part of the MC Warfighting Function (defined by required capabilities), for formations at echelons above brigade (EAB) up to Army Service Component Command (all formation variants).
Responsibilities The Senior Military Analyst will provide a high level of analytical support necessary for developing the required products to support the Army Combined Arms Center Mission Command Center of Excellence Capabilities Development Integration Directorate’s (CAC-MC CoE CDID) Misson Command (MC) publication of appropriate JCIDS products; support the integration of the MC with other Army Functional Concepts; support or participate in Campaign of Learning meetings and/or events; prepare technical input for Mission Command doctrine and related concepts; and prepare information and decision briefings.
Engage appropriate TRADOC, Army, Joint and Multinational and other associated Mission Command communities of practice and interest as well as subject matter experts to collaborate on Campaign of Learning efforts
Provide technical input for selected Army and Joint Mission Command Concepts and doctrine by reviewing designated Army and Joint publications
Provide MC technical expertise (requiring an understanding of both the US Army’s philosophy of command that engenders decentralized operations and the overarching function that integrates maneuver, intelligence, fires, sustainment, and protection warfighting functions to accomplish a mission) at Army and Joint experiments, exercises, and simulations (EES)
Prepare MC Assessments in accordance with formats outlined in the latest guidance CJCSI 3170.01G (Joint Capabilities Integration and Development System), TR 71-20 (Concept Development, Experimentation, and Requirements Determination), and guidance from MC COE CDID
Support the assessment and analysis of Required Capabilities (RC), gaps and solutions to the gaps
Develop and maintain an up to date electronic repository of all documents, data, and information (including contact information and CRMs) associated with the MC assessment and Learning Demands and supporting JCIDS documents
Using existing SharePoint and Microsoft Office tools to develop and maintain an up to date electronic repository of all documents, data, and information associated with the MC assessment and Learning Demands and supporting JCIDS documents
Prepare information and decision papers, emails and briefings on the MC related efforts. Support CDID’s strategic communication efforts to educate and inform the MC community
Required Education and Experience:
20 years of experience conducting research and providing analytical support for the U.S. military
Experience as a capability developer within the Mission Command Warfighting Function (WfF)
Army Intermediate Level Education (ILE), other service equivalent, or equivalent experience. Acceptable equivalent experience is having served as a member of the planning staff at a division, corps, or ASCC HQ
Preferred Education and Experience:
Division, Corps, and/or Army Service Component Command (ASCC) Headquarters staff experience
