Summary

The position is located in the Department of Transportation (DOT), Office of the Secretary (OST), Chief Information Officer (OCIO), Office of the Chief Information Security Officer and reports to the Deputy Chief Information Security Officer.

The Office of the Chief Information Security Officer provides support to leadership and subject matter experts for Cybersecurity Operations and Information Assurance policy, and Oversight and Compliance and activities relating primarily to the department’s implementation of the Federal Information Security Management Act (FISMA) and Department of Homeland Security Cybersecurity priorities.

You will perform a variety of duties in Information Technology, Information Systems, or Information Assurance in the position as Information Technology Specialist within the Departmental Office of the Chief Information Officer (OCIO), provide support to Information Technology Specialists designated to address Information Technology Security within the departmental investments, as they relate to DOT Information and Information Systems confidentially, availability and integrity.

Ideal Candidate: DOT OCIO is looking for candidates with a high degree of energy who will enjoy working with staff members within project teams and groups to achieve mutual objectives and goals in cybersecurity division.

Responsibilities

As an IT Specialist (INFOSEC), you will:

Serve as team member of the Department of Transportation (DOT) Cybersecurity Information Assurance (CSIA) team that coordinates all aspects of the cyber security and information assurance planning, development, integration, implementation, and evaluation of the cyber security activities to meet overall security needs of multiple organizational administrations, including DOT headquarters, regions, DOT cross-modal teams; other Federal, state, and local agencies; the regulated community; and interested public stakeholders that rely on information systems and data.

Provide support aiding in the execution of information assurance requirements while collaborating directly with the technical staff and senior leaders to ensure successful delivery and deployment of project deliverables.

Provide support for developing policies and standards in accordance with the, the National Institute of Standards and Technology (NIST), the Office of Management and Budget (OMB), Department of Homeland Security, and other applicable Federal government requirements, guidance and directives.

Review Cybersecurity and information assurance projects, efforts and initiatives across disciplines, provide recommendation for defining the scope and level of detail for security plans and policies applicable to the program and the enterprise.

Analyze short, medium, and long-range projects for solutions of operational or policy issues and prepares draft position papers, executive submittals, presentations, memoranda, communications materials, and other correspondence, as directed in response to the most far-reaching proposals that relate to system assurance, enterprise­ wide security and/or system development life cycle policies and standards requirements and others as directed.

Basic Requirements

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-9

On Education, you must have:

Two years of progressively higher level graduate education leading to a master's degree OR master's or equivalent graduate degree

On Experience, you must have at least one year of equal or equivalent experience to GS-07, it must include:

Experience providing project management support to cybersecurity projects or programs, assisting in the identification of information technology security program implications of new technologies or technology upgrades and assisting in the documenting of requirements for system design procedures and processes.

You can also qualify on a combination of higher level graduate education and matching experience.

TO QUALIFY FOR THE GS-11

On Education, you must have:

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

A LL.M., if related

On Experience, you must have at least one year of equal or equivalent experience to GS-09, it must include:

Experience providing program management support to cybersecurity projects or programs, detecting information technology security program implications of new technologies or technology upgrades, soliciting and documenting requirements for system design procedures and processes and identifying design constraints, trade-offs, and detailed system and security designs to identify necessary lifecycle support.

You can also qualify on a combination of higher level graduate education and matching experience.

In addition to meeting the above described specialized experience requirements; your experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

Must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.
